This position provides planning, organizing and supervision of the purchasing functions for the College, supervision of the Copy Center, Mailroom and oversight of the bookstore contract. The focus of the purchasing function is on the strategic purchasing of goods and services to ensure best procurement practices and efficient use of College funding. The Director is responsible for the interpretation and application of campus purchasing policies and procedures in accordance with federal, state, and college regulations.

Essential Functions:

  • Plans, coordinates and manages the operational, administrative and technical responsibilities of the College's purchasing function.
  • Research, identify, analyze, and introduce best practices to the campus to increase efficiency and effectiveness and reduce costs associated with the purchasing function.
  • Develops, implements appropriate College-wide procedures and policies relating to the purchase of all goods and services.
  • Ensures compliance with the state procurement policies relative to the purchasing function.
  • Reviews and, as necessary, edits all agreements requiring signature of the Vice President for Administration / CFO prior to submitting for signature.
  • Coordinates with Executive Director of Facilities and Capital Planning on all procurement aspects of project planning to address repairs and improvements to College facilities.
  • Oversees the required purchasing processes including requisitions and purchase orders.
  • Serves as liaison with vendors for the purpose of monitoring purchase orders.
  • Serves as liaison to vendors for all College-wide service contracts such as vending machines, water, transportation services, etc ensuring College is receiving the appropriate service as called for by the signed contractual agreements while also making recommendations on any changes needed.
  • Serves as primary point of contact between the College and contracted external food service provider addressing all quality control and coordination issues between the vendor and College personnel seeking services for events and meetings.
  • Represents the College and its interests in all collective procurement pursuits seeking to maximize higher ed sector buying power through efforts coordinated at any of a variety of local, regional, or state level agencies (MACC, CONNECT, Commonwealth of MA, DHE, etc.).
  • Designs, develops and coordinates training presentation on purchasing procedures for staff and College-wide departments.
  • Writes and analyzes complex bid processes including vendors to be solicited, request for proposals, evaluation of returned proposals, selection of vendors and award of contracts to ensure that the process conforms with state and College policies.
  • Negotiates pricing discounts, and pricing agreements with vendors with an emphasis on efficient use of College resources.
  • Recommend, as necessary, appropriate intervals for College to put multi-year contracts for services back out to bid.
  • Responsible for the Mailroom budget and the supervision of the department.
  • Responsible for the Copy Center budget and the supervision of the department.
  • Supervises, trains and evaluates purchasing and copy center staff.
  • Acts as liaison for the school in all contract-related bookstore matters with our contracted virtual bookstore and branded merchandise vendors.
  • Coordinates the Banner system for the purchasing module.
  • Other duties as assigned.

Job Specifications:

  • Knowledge of the State's procurement system.
  • Experience in the bid process which includes writing and analyzing complex request for proposals.
  • Five of more years of Purchasing work experience.
  • Supervisory experience.

Job Requirements:


Required:

  • Bachelor's degree in Business, Management, or related field.
  • Experience with computerized financial systems.
  • Proven ability to motivate and lead staff.
  • Excellent organizational and interpersonal skills.
  • Excellent oral and written communication skills, including experience in interpreting and articulating a variety of regulations, policies, and procedures.
  • Possess the ability to analyze systems and processes in order to maximize operating efficiency and improve customer service while maintaining compliance with established policies.
  • Ability to build and maintain effective working relationships throughout the College community among administration, faculty and staff.
  • Experience working collaboratively and promoting customer service.

Preferred:

  • Master's Degree in Business, Management or related field.

Additional Information:


Position Status:
Full-Time Non Unit Professional, state funded with benefits.

Hours: 37.5 hours per week

Salary: $87,732.45 - $114,049.98 commensurate with education and experience.

Worksite: Assignments will include all Massasoit sites and additional locations as necessary.
