Through the centralization of Dubai Holding’s land bank, Dubai Holding Land Estates focuses on large-scale master plans, ensuring alignment with the Dubai 2040 Urban Master Plan, whilst also supporting the business’s commitment to sustainable urban development and strategic land portfolio management.
Key Responsibilities:
PMO Leadership & Governance

Establish and lead the PMO framework for Land Estates projects, including standards, tools, methodologies, and best practices.

Define project governance structures, approval processes, escalation mechanisms, and reporting frameworks.

Ensure alignment of land estate projects with organizational strategy, business objectives, and statutory requirements.
Strategic Planning & Portfolio Management

Oversee the planning, prioritization, and execution of the land estates project portfolio.

Develop and maintain integrated master plans, project roadmaps, and milestone tracking.

Evaluate project feasibility, timelines, budgets, and resource requirements.

Monitor portfolio performance and optimize resource allocation.
Project Execution Oversight

Provide executive oversight for land acquisition, land pooling, development, rehabilitation, resettlement, estate operations, and monetization projects.

Ensure adherence to scope, cost, quality, timelines, and compliance standards.

Resolve cross-functional issues and remove execution bottlenecks.
Financial & Risk Management
-
Oversee project budgeting, cost controls, forecasting, and financial reporting.

Identify, assess, and mitigate project risks related to legal, regulatory, financial, environmental, and stakeholder factors.
Regulatory & Stakeholder Management
-
Work closely with legal, regulatory authorities, government bodies, consultants, and external agencies.

Manage stakeholder engagement strategies for landowners, communities, investors, and internal departments.

Ensure projects comply with land laws, zoning regulations, environmental clearances, and statutory approvals.
Performance Monitoring & Reporting

Establish KPIs, dashboards, and MIS reporting for senior leadership and the Board.

Track project progress, benefits realization, and outcomes.

Drive corrective actions and continuous improvement initiatives.
Team Leadership & Capability Building

Build, mentor, and lead a high-performing PMO team.

Define roles, responsibilities, and performance expectations.

Promote a culture of accountability, transparency, and excellence in project delivery.
Digital & Process Transformation

Drive adoption of digital PMO tools, project management systems, and data-driven decision-making.

Standardize processes and improve efficiency through automation and best practices.
Key Requirements:

Bachelor’s degree in engineering, Architecture, Urban Planning, Real Estate, Law, or a related field
-
Master’s degree (MBA or equivalent) preferred.

10+ years of experience in large-scale land, real estate, infrastructure, or estate development projects
-
Minimum 5–8 years in senior leadership or PMO leadership roles.

Background in real estate, land development, hospitality, or equivalent preferred.

Strong leadership and strategic thinking

Expertise in PMO setup, portfolio management, and governance

In-depth knowledge of land acquisition, estate development, and real estate projects
