Job Summary:
The City of Largo invites you to join a team of creative and talented professionals committed to making Largo the Community of Choice in Tampa Bay! We are looking for a motivated team player to complete economic development research and related activities, including implementing and monitoring programs which encourage economic development in the city. The ideal individual would have the drive to develops strong public relationship with the community in both public and private sectors, non-profit organizations, academic and business institutions, as well as entrepreneurial and civic groups.

ESSENTIAL DUTIES AND RESPONSIBILITIES
All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay.
Leadership
  • Demonstrates an understanding and reflection of the City’s mission, vision, and values and a commitment to achieve organizational goals aligned with the City’s strategic plan

Management
  • Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities
  • Follows suggested procedures to assure the highest standards of risk management, employee safety and risk avoidance
Technical
  • Prepares and makes reports, presentations, ordinances, resolutions and other documents to the City Commission, Community Redevelopment Agency, the Community Redevelopment Agency Advisory Board, Community Development Advisory Board and other Boards as needed
  • Provides information to businesses on City, County, State and Federal or Private Economic and Community Development programs or workforce development programs
  • Provides information and assistance to businesses and the community regarding site selection location which may involve real estate, land use, taxes, buildings, infrastructure, natural resources, etc.
  • Attends appropriate local and regional events associated with economic development, real estate development, etc.
  • Drafts, markets and updates community profiles, demographic information, workforce and development facts and figures and other information to assist businesses in assessing data for site selection and growth project decisions
  • Serves as a representative for the City at Chamber of Commerce, community and economic development group meetings and events
  • From time to time may meet with business and development representatives in roundtable or community conversation formats to obtain feedback, community desires, and determine needs for programs, support activities, and policy making
  • Designs, organizes, markets and presents events, seminars, workshops, meetings, etc. to promote economic and community development activities
Redevelopment / Business Ombudsman:
  • Provides technical assistance and serves as an advocate and ombudsman for businesses to identify and resolve business and permitting challenges
  • Develops, administers, monitors or evaluates economic development grants and/or contracts for conformance, effectiveness and timeliness
  • Analyzes applications for incentives for feasibility and conformance with City/Redevelopment programs, regulations and guidelines, etc.
  • Serves as the Board Liaison for the Community Redevelopment Agency Advisory Board
Annexation:
  • Coordinates the process of annexation for unincorporated Pinellas County properties located within the Largo Planning Service Area (PSA) under the guidance of the Economic Development Manager
  • Engages unincorporated Pinellas County property owners to discuss annexation into Largo and to provide the benefits of being a part of the Largo community
  • Clearly communicates and simplifies complex information to stakeholders
  • Works with the City Attorney on documents and regulations pertaining to annexation, including but not limited to agreements, ordinances, and regulations (public notices, letters, maps, and advertisements)
  • Prepares and processes the appropriate annexation agreements, maps and other supporting documents needed to meet the local and state laws in order to annex properties into the City of Largo
  • Provides information and establishes an ongoing dialogue with various City Departments affected with the annexation program
  • Maintains records for annexation liabilities associated with annexation agreements

EMERGENCY RESPONSE STATUS: As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
MINIMUM QUALIFICATIONS
Education and Experience:
  • Bachelor’s Degree (Master’s Degree preferred) in Business/Public Administration, Political Science, Economics, Finance, Urban Planning, Real Estate, or a closely related field from an accredited institution
  • Three (3) years directly related experience in economic development or closely related field, or an equivalent combination of education and training
  • Certification as a Certified Economic Developer (CEcD), American Institute of Certified Planner (AICP), or a valid Florida Real Estate License is preferred
  • Valid Driver’s License
  • If a candidate cannot be identified with both a Bachelor’s Degree (or preferred Masters degree) and related experience, those with a requisite combination of suitable education and experience may be considered.
Knowledge, Skills, and Abilities:
  • Working knowledge of:
    • policies, functions, and responsibilities of local government or public jurisdictions
    • land use, real estate, and development codes
  • Advanced:
    • interpersonal presentation, and communication skills (verbal and written)
    • conflict resolution skills with the ability to identify solutions
  • Excellent computer skills including proficiency in business software such as word processing, spreadsheets, database, etc.
  • Demonstrated ability to:
    • understand legal documents
    • coordinate and analyze data and provide technical financial or economic reports, projects, research, press releases or news information articles
    • meet the public and answer procedural questions relating to departmental operations
    • engage with a broad variety of groups and individuals including community groups, residents, business owners, and elected officials
    • manage multiple priorities
    • work both independently and as a member of a team
    • maintain effective working relationships with City employees, government officials, and other professional staff
  • Knowledge of applicable laws, codes and regulations, concerning land use and the development process
  • Knowledge of geographic information systems (GIS)
WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 90% inside a climate controlled building; 10% outside which includes driving. Work is performed primarily in a standard office environment with some travel to different sites to interact with residents and business owners/managers; incumbents may be required to work extended hours including evenings and weekends.
Physical Requirements: The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent fine manipulations, grasping, reaching, repetitive motion, and lifting/carrying objects weighing up to 15 pounds. On rare occasions the work requires bending/stooping and lifting/carrying objects weighing up to 44 pounds.
Sensory Requirements: Hearing: Ability to understand what others are saying in normal conversation and on the telephone. Speaking: Ability to communicate orally with others and speak effectively on the telephone and while giving formal presentations to groups. Seeing: Ability to see and read plans and computer monitor screens, operate a vehicle, and read normal and/or fine print.
Driving Requirements: The work requires occasional driving and possession of a valid Florida Driver’s License.
Technology: The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop, laptop computers, calculators and all associated software. The work also requires proficiency with computer hardware and software programs including word, spreadsheet and/or database applications, internet applications, and database management.
