Summary: Plans, develops, coordinates, facilitates, conducts, trains, implements, and maintains systemwide emergency management activities. Interprets, applies, and provides technical guidance to support Orlando Health’s compliance with provisions of emergency management regulations, standards, requirements, and guidelines.

Responsibilities:
Essential Functions
  • Assists with ensuring compliance on regulatory, statutory, and other emergency management and homeland security
requirements including Centers for Medicare & Medicaid Services (CMS), The Joint Commission (TJC), Agency for Healthcare
Administration (AHCA), Department of Health (DOH) Trauma Program, American College of Surgeons (ACS), American Burn
Association (ABA), Radiation Injury Treatment Network (RITN), Central Florida Disaster Medical Coalition (CFDMC), National
Weather Service, Occupational Safety and Health (OSHA), National Incident Management System (NIMS) and Department of
Homeland Security.
  • Participates in AHCA, TJC, DOH, RITN, ACS, ABA surveys and inspections on emergency and disaster management.
  • Completes annual documentation reviews in accordance with industry, national, state, regional and local regulations, standards,
requirements, and guidelines for healthcare emergency management. Identifies and corrects areas of opportunity, and updates
documentation to ensure compliance. Prints documentation and ensures department binders are fully updated and ready for
use in an emergency or survey/audit.
  • Completes that Emergency Management Annual Performance Review (APR) in accordance with The Joint Commission
requirements.
  • Assists with ensuring all Orlando Health member hospitals, free standing emergency departments, ambulatory surgical centers,
skilled nursing centers, and non-hospital locations and staff are aligned with the Corporate Emergency Management program
and vision by providing oversight and support to ensure compliance and a culture readiness.
  • Assists with implementation efforts with new Orlando Health buildings, new programs, and acquisitions into the Corporate
Emergency Management program.
  • Coordinates the oversight and implementation of system-wide solutions and coordinates emergency management activities to
include mitigation, preparedness, response, and recovery efforts.
  • Coordinates and collaborates by providing warnings and emergency data to the organization and providing operational and
technical support to leadership before, during, and after emergency situations that affect the organization’s personnel,
property, brand name, and equipment.
  • Provides guidance to internal stakeholders, and coordinates with external stakeholders, during times of emergencies/crisis to
ensure the safety of people, property, facilities, and brand name of Orlando Health. Responds to emergencies when and where
needed to support response and recovery efforts.
  • Coordinates, assists with the data collection, development of, get approval of, and implements systemwide comprehensive
emergency management plans and emergency operations plans (policies and procedures). Writes additional emergency
operations plans as needed to meet regulatory and operational standards. Submits comprehensive emergency management
plans to the county authorities having jurisdiction for approval as required by AHCA for facility licensure.
  • Gets updated fire response plans submitted and approved by local authorities having jurisdiction for approval as required by
AHCA for facility licensure.
  • Updates, develops a distribution plan, and delivers the Orlando Health Emergency Code Cards to all member facilities.
  • Develops, maintains, and conducts annual comprehensive Hazard Vulnerability Analysis (HVA) at numerous locations.
  • Develops, maintains, and conducts inventories of disaster supplies and equipment for rapid deployment in an emergency, to
include periodic moving/maneuvering heavy equipment.
  • Ensures the readiness of the Hospital Incident Command System (HICS) Hospital Command Centers and the Corporate
Command Center and associated teams.
  • Assists with the implementation and organizational buy-in for a systemwide patient decontamination program to meet national
standards and best practices.
  • Develops, maintains, facilitates, and conducts a systemwide emergency management training program. Ensures the
organization’s compliance with NIMS. Instructs select training classes to Orlando Health team members.
  • Develops, maintains, facilitates, and conducts annual Corporate Emergency Management events to include the annual internal
conference, patient decontamination games, alternate care site set-up day, etc.
  • Coordinates and assists internal and external stakeholders with the design, implementation, and assessment of emergency
management exercises to improve safety and organizational, as well as community, preparedness in accordance with The Joint
Commission, regional healthcare coalition, and Homeland Security Exercise & Evaluation Program (HSEEP) criteria.
  • Conducts and assists with the development, updates, and completion of after-action reports/improvement plans and
improvement plan matrices following emergency management exercises and real incidents, to include the investigation of
emergency incidents to improve work practices and reduce risk to Orlando Health, Inc.
  • Coordinates and supports partnerships with community stakeholders to include various private entities, local, regional, state,
federal, and international agencies/organizations/governments to ensure assets are incorporated into hospital plans and
notification systems, and to assist with real incidents. Includes attending and participating in local (city, county and regional)
emergency planning and exercises.
  • Collaborates with the management of the region’s healthcare coalition grant contract and supports the development and
sustainment of healthcare emergency management capabilities in the region in order to respond to, and rapidly cover from, and
mitigate future health threats and other emergencies.
  • Attends various internal and external meetings, councils, working groups, and focus teams, as necessary. Act as an
alternate/back-up when the Assistant Vice President, Emergency Management is unavailable.
  • Researches and drafts presentations and reports, analyzes data; prepares correspondence and outreach documents.
  • Completes special projects by organizing, planning, coordinating, scheduling meetings, and monitoring results for project
effectiveness.
  • Organizes and facilitates the Corporate Emergency Management Council and Mitigation and Resiliency Committee Meetings.
  • Participates in performance improvement (PI) activities related to emergency management including PI data analysis,
identification, and monitoring of PI indicators, and facilitation of cross-functional PI teams.
  • Assists and supports the Corporate Emergency Management department internship and volunteer program and the people that
are selected for these opportunities.
  • Exhibits excellent verbal and written communications skills.
  • Maintains regular, punctual attendance consistent with Orlando Health policies, the ADA, FMLA and other federal, state and
local standards.
  • Maintains compliance with all Orlando Health policies and procedures.
Other Related Functions
  • Interacts with all departments and agencies including Clinical, Support Services, Ancillary, Human Resources, Infection
Prevention and Control, Occupational Health, Quality Management, Security, Safety, PBX Contact Centers, Media Relations,
Internal Communications, Information Technology, Administration, Senior Leadership, Engineering, Risk Management,
Emergency Responders, Department of Health, and Emergency Management officials.
  • Assists with ensuring emergency management technology is maintained, operational, and utilized.
  • Must complete all work with a high degree of accuracy, utilizing good judgement and critical thinking skills.
  • Assumes designated Hospital Incident Command System (HICS) / Incident Command System (ICS) role during emergencies.
  • Ability to remain calm and perform work responsibilities during emergency situations.
  • Be available to respond to emergency situations 24/7. Provide on call coverage. When on call, be the Emergency Management
representative for the organization.
  • Participates in organizational activities as required. Practices efficient use of time and supplies.
  • Performs all other duties as assigned by the Assistant Vice President, Emergency Management.
  • Mentors and promotes professional development of emergency management amongst Orlando Health team members at all
levels. Qualifications:
Education/Training
Associates degree in Emergency Management/Preparedness, Crisis Management, Disaster Management, Criminal Justice, Public
Administration, Public Safety, Security, Safety, or closely related field required. Completion of FEMA I.S. 100, 200, 700, and 800 level
courses. Completion of NIMS 300 and 400 level courses within one year of hire. Must be willing to go to training courses locally,
regionally, and nationally to ensure knowledge, skills and abilities are appropriate to job performance.

Licensure/Certification

Must have a Florida Driver’s License at time of hire or within the first 60 days of employment.

Experience

Two (2) years of experience in emergency management, emergency preparedness, emergency operations, crisis management,
security, fire safety, safety, or related field. Knowledge of hospital Emergency Management, safety, security, emergency response
practices, The Joint Commission, NIMS, and homeland security guidelines (local, regional, state, federal, and accreditation).
Experience in program development, program implementation, training and development, customer service, auditing, and
inspections. Two (2) years of experience maybe substituted for a higher level educational degree (i.e., bachelors or master’s
degrees). Able to integrate and apply the concepts of comprehensive emergency management (mitigation, preparedness, response
& recovery). Microsoft office products specifically Word, Excel, PowerPoint, Outlook, Teams, Edge; or related.
