Emiratisation Program Manager - Only open to UAE Nationals

The Emiratisation Program Manager is responsible for designing, managing and delivering a large-scale National hiring and development program, especially for entry-level Nationals. This role ensures end-to-end ownership by working closely with recruitment, learning and business partners to meet ambitious hiring targets and talent development objectives. This role oversees the full lifecycle of program participants, from attraction and onboarding to graduation and placement, while maintaining strategic intent and operational integrity of the program’s design.

On a day to day basis, the Emiratisaton Program Manager will:

  • Design and continuously work on the improvement of a national hiring and development program.
  • Build program frameworks including onboarding, learning and graduation.
  • Support recruitment efforts to attract UAE Nationals in alignment with Emiratisation targets.
  • Collaborate with the Talent Acquisition team to source and identify qualified Emirati candidates.
  • Co-create learning journeys with L&D and government entities for Trainees.
  • Track training delivery and monitor learning milestones.
  • Coach and orient line managers on program structure and expectations.
  • Promote program visibility and buy-in internally.
  • Review the program’s success rate on an annual basis.
  • Act as a liaison between HR, business units, and government authorities to ensure alignment on Emiratisation objectives.
    Provide regular updates to stakeholders on program’s progress.
  • Maintain records on program’s performance and progress.
    Analyze Trainees data to identify trends and areas for improvement.
    Provide regular reports to HR leadership on program’s KPIs.
    Ensure data accuracy in compliance with internal and external reporting standards.

To be successful in this role you will need the following skills, education and experience:

  • A UAE National citizen, with a Family Book
  • 3-5 years of experience in HR, Talent Acquisition, or Emiratisation programs.
  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • Certifications in Emiratisation, Talent Management, or HR Management preferred.
  • Knowledge of Emiratisation regulations and local labor laws.
  • Strong communication and relationship-building skills.
  • Experience in recruitment and employee development.
  • Proficiency in data analysis and reporting.
