Job Description

Insight Global is seeking an experienced and dynamic Engineering Division Manager to lead all operations within the Engineering Division. This role is responsible for ensuring division goals are met and maintaining high-quality service across a variety of engineering functions, including CIP Design & Review, Stormwater, Development Review, Infrastructure Planning, and Project Management.

The Engineering Division Manager will oversee engineering activities for roadways, bridges, stormwater systems, public utilities (potable, reclaimed, and wastewater), and the Capital Improvement Plan. The successful candidate will manage engineering teams, review plans and design standards, prepare reports and presentations, and collaborate with internal and external stakeholders to deliver impactful infrastructure projects.

Key Responsibilities:

  • Manage engineering operations for assigned areas, delegating tasks to planning, design, survey, right-of-way, LIS data collection, and GIS mapping teams.
  • Review and recommend design standards and engineering analyses, proposing future improvements.
  • Prepare engineering estimates, cost analyses, and workforce/equipment allocation plans.
  • Present agenda items, ordinances, contracts, and feasibility reports to leadership and stakeholders.
  • Negotiate contracts and agreements, direct work activities of contracted service providers, and review consultant plans.
  • Build strong relationships with business, industry, developers, community groups, and government partners.
  • Mentor and coach subordinate managers, respond to employee concerns, and cultivate a collaborative team environment.
  • Develop and implement policy, strategy, and operational plans for the division.
  • Develop annual budgets, monitor revenue and expenses, and ensure efficient use of fiscal resources.
  • Ensure regulatory compliance with all applicable laws and government regulations.
  • Maintain up-to-date knowledge of best practices, trends, laws, and issues affecting the division.
  • Perform related work as assigned, including during emergencies.

Required Skills & Certifications

Education & Certification:

  • Bachelor’s degree in Civil Engineering or a related engineering field.
  • Registered as a Professional Engineer (PE) in the State of Florida, or ability to obtain registration through reciprocity within 6 months of hire.
