Job Title: Evaluation Specialist, Unitaid End-of-Project Evaluation

Department/Location: MERL/Remote and in Cambodia, Indonesia, and Zimbabwe

Reports To: Vice President, MERL

Classification: Approximately 80-90 days between November 2025 and March 2026

Overview:

IBTCI is seeking an experienced Evaluation Specialist to contribute to a three- or four-person end-of-project evaluation team for Unitaid’s investments in enabling preventative tuberculosis (TB) treatment in high-risk populations. The objective of this learning-focused evaluation is to assess 1) the extent to which Unitaid’s investments contributed to accelerating access to quality-assured, affordable TB preventative treatment for high-risk groups and key lessons learned (see next section for priority themes) and 2) Unitaid’s role as pathfinder- analyzing complex access problems and designing a pathway to resolve them, influencer- enabling impact by partnering with a wide range of stakeholders and leveraging its unique position, and investor- driving change and accelerating equitable access through investments and direct interventions. Unitaid’s evaluation framework criteria are aligned with the Organisation for Economic Co-operation and Development’s (OECD) Development Assistance Committee (DAC) standard evaluation criteria.

Essential Duties/Tasks and Responsibilities:

  • Support the evaluation, including the quality of the process and the products.
  • Contribute to the evaluation design, research instruments, implementation, reporting and dissemination of preliminary findings in and across all countries included in the final evaluation scope.
  • Ensure methodological rigor and alignment with WHO and OECD-DAC evaluation standards.
  • Contribute to the mixed-methods design, data collection, and triangulation across the three target countries.
  • Manage collaboration with in-country experts and global partners.
  • Support the synthesis and analysis of qualitative and quantitative data.
  • Support the development of inception, interim, and final reports with actionable recommendations.
  • Ensure adherence to evaluation data security, ethics, equity, and gender inclusion principles.

Minimum Requirements:

  • Advanced degree (Master’s or PhD) in public health, epidemiology, social science, economics, or evaluation.
  • Minimum five (five) years of professional experience contributing to evaluations in global health.
  • Evaluation experience in Cambodia, Indonesia, or Zimbabwe.
  • Demonstrated understanding and expertise in TB prevention and treatment, especially in LMICs.
  • Understanding of market shaping, market access, and supply chain interventions for global health products.
  • Experience contributing to mixed-method evaluations (qualitative, quantitative, and theory-based approaches such as outcome harvesting or contribution analysis).
  • Experience evaluating advocacy, community engagement, partnerships, and demand creation interventions, applying a gender and equity lens.
  • Familiarity with WHO, UN, or donor evaluation standards and the OECD-DAC criteria.
  • Strong analytical and writing skills, with proven ability to synthesize complex findings into concise recommendations.
  • Written and spoken fluency in the English language is required

Education:

  • An advanced university degree, preferably in evaluation, social studies, or a related field with a demonstrated background in research methodology.

Preferred Knowledge, Skills and Abilities:

Expertise in clinical trials and implementation research.

Working Environment: Work is typically performed remotely with significant travel to Cambodia, Indonesia, and Zimbabwe. Unitaid may add a fourth country to the evaluation scope.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position will guide two or three evaluators on the team.
