VingCiv Engineering & Design is shaping the physical backbone of Abu Dhabi. From mega-housing developments to smart-city utility networks, we design the systems that keep the capital running.

We are seeking an Executive Director to lead our largest division. This is a role for a veteran of the built environment—someone who looks at a patch of desert and sees a future city. You will oversee the entire lifecycle of infrastructure delivery, from Master Planning and Feasibility to Detailed Design and Supervision. You will manage a multidisciplinary team of 100+ engineers (Civil, Wet/Dry Utilities, Roads, Transport) and hold the P&L responsibility for the division. Your mandate is to ensure our designs are sustainable (Estidama), cost-efficient, and approved by the rigorous standards of Abu Dhabi’s municipalities.

Key Responsibilities

• Divisional Leadership: Manage the P&L and operational strategy for the Infrastructure & Utilities vertical. You are responsible for profitability, resource utilization, and technical excellence.
• Master Planning & Design: Direct the engineering of complex utility networks (Potable Water, Sewerage, Stormwater, District Cooling, Power, and Telecoms) and transport systems.
• Authority Management: Act as the primary high-level liaison with key stakeholders: DMT (Department of Municipalities and Transport), ADDC, TAQA, and Musanada. You must navigate the approvals maze with authority.
• Business Development: Lead technical proposals for major government tenders. You will work with the Commercial Director to win large-scale framework agreements.
• Project Governance: Ensure all deliverables meet FIDIC contract requirements and international quality standards (ISO). You are the final escalation point for technical disputes.

What We Are Looking For

• Experience: 20+ years in Civil Engineering and Infrastructure Design, with at least 7 years in an Executive/Director role managing large teams.
• Regional Authority: Deep experience in Abu Dhabi is non-negotiable. You must have a proven track record of delivering projects for Aldar, Modon, or government entities.
• Technical Mastery: You are a Chartered Engineer (CEng, PE, or equivalent). You have deep expertise in Wet Utilities (Hydraulics), Roads/Highways, and District Cooling.
• Strategic Vision: You understand Estidama (Pearl Rating) and modern sustainable drainage systems (SuDS).
• Leadership: You have managed revenue targets exceeding AED 100M annually.
