Facilities Manager

BRIEF DESCRIPTION OF THE JOB:
Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Performs the daily operational activities of facilities maintenance and oversees custodial services. Oversee building operations, maintenance, and renovation activities, this includes maintaining the interior and exterior of city buildings, remodeling existing buildings, electrical and plumbing maintenance, assembling furniture, minor construction, and troubleshoots complex building maintenance issues. Ensures proper safety standards are maintained, performs administrative duties, and procures services, equipment and materials.

Manages, organizes, and prioritizes work order requests from all city employees daily. Ensures work is done promptly and efficiently.

Schedules, organizes and supervises work crews involved in construction, remodeling, custodial services, maintenance and repair of all City owned buildings and parks facilities. Inspects work by city staff and contract staff, both in progress and upon completion. Develops and operates a quality assurance inspection program for work performed by outside contractors.

Orders materials and supplies from contract vendors.

Makes recommendations and develops cost estimates for building renewal projects.

Develops and monitors yearly departmental budget.

Meets with professional engineers, architects, and contractors for pre-design information related to the remodeling of existing facilities and the construction of new city facilities and parks.

Assists in the planning of long-term goals for the division. Participates in the development of the capital improvement budget for city facilities.

Provides assistance with set-up and tear down of all city events.

Executes complex building maintenance and system repairs. Aids in the process of upgrading material and remolding City buildings.

Installs, replaces, and maintains a variety of fixtures, systems, and/or small structures, which may include: changing and putting up lights; repairing plumbing fixtures; repairing holes in walls; and other related items.

Installs, tests, and maintains electrical wiring, equipment, appliances, and fixtures. Handles troubleshooting electrical systems dealing with 480 to 24-volt systems. Capable of installing new outlets and light switches

Maintains and repairs plumbing components such as toilets, urinals, faucets, hose bibs, drains, circulation pumps, water heater repair and installation, and installation of domestic hot and cold water lines.

Makes recommendations on purchasing materials. Assists the HVAC Technician in maintaining, troubleshooting, repairing, and installing of heating, ventilation, and air conditioning systems.

Assist with addressing complaints and resolving problems.

Reviews blueprints to determine the location of panel boxes, HVAC units, electrical, water shut on/off valves, and entry doors.

Remodels existing buildings by extracting walls, running all electrical wiring, hanging doors, installing light fixtures, taping, texturing, and painting.

Prepares oral and written technical and statistical reports. Prepares and submits operational data and reports as required and requested. Prepares and submits necessary monitoring information to appropriate state and federal agencies for compliance with environmental laws and regulations.

JOB REQUIREMENTS:
JOB REQUIREMENTS


Formal Education/ Knowledge
Work requires broad knowledge in a general professional or technical field. High school diploma or GED equivalency, along with Two (2) years of trade school or college level course work in building construction, maintenance, and repair, and four (4) years experience in general construction at the journeyman level including one (1) year of lead or supervisory experience. Project management experience a plus. Municipal experience preferred. Applicable state and local vehicle ordinances.


Experience
Minimum of Three (3) years of program related experience.


Certifications and Other Requirements
Valid Driver’s License. State, local and federal codes and guidelines such as the Uniform building code for plumbing, mechanical, electrical, fire and safety, and regulation of the EPA, OSHA, the Arizona Corporation commissions.


Reading
Work requires the ability to read and comprehend reference books, manuals and related materials. Reading blueprints, plans, and drawings.


Math
Work requires the ability to perform general math calculations.


Writing
Work requires the ability to clearly construct written communication and email correspondence.


Managerial
Job/position has the responsibility for the direction or supervision of others.


Policy/Decision Making
Moderate - The employee normally performs the duty assignment after receiving general instructions as to methods, procedures, and desired end results.
