Bachelor's degree in Accounting or Bachelor's degree to include 21 semester credits in Accounting. Three years of progressively responsible experience in the preparation of financial reports, financial analysis, and audited financial statements.

POSITION SUMMARY

This position requires advanced knowledge of accounting theories, principles and practices, and specifically a high level of knowledge of governmental accounting standards (GASB's). Incumbent is responsible for formulating,

developing, implementing, conducting, supervising, and monitoring programs, procedures, operational initiatives; and formulating departmental policies/procedures. General direction is received from a superior (i.e. Financial Reporting Manager) who evaluates work for adherence to regulations and departmental policies. Assists in the development of a department's operating budget including production of actual budget documents, conducts monthly analysis of budgetary expenditures and prepares complex financial reports for the Controller and Deputy Finance Director.


PREFERRED QUALIFICATIONS:

  • Three years of progressively responsible experience in the preparation of financial reports and audited financial statements.


ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Ensures the accuracy of financial and accounting information by performing analytical reviews to confirm that financial information is reasonable, in compliance with accounting and reporting standards and procedures; coordinates and assists in the review of the annual operating and capital budget, and the presentation of the budget to appropriate authorities for assigned enterprise funds countywide.
  • Reviews, analyzes and recommends internal control procedures as related to the assigned enterprise funds. Liaises and coordinates with end-user departments as required.
Participates in, and works on special projects, analyses, reviews and reports for management on an ad hoc basis.
  • For assigned enterprise funds: Monitor actual vs budget expenditures in INFORMS, prepare monthly variance reports. Review MOUs and ensure cost properly allocated. Assists in the preparation of the department’s Business Plan and other financial reports for the Comptroller Finance Operations Department. Work on various departmental reconciliations to ensure accuracy of financial data.


KNOWLEDGE, SKILLS, AND ABILITIES

  • Proficiency in financial systems and reporting tools, including ERP systems (e.g., INFORMS/PeopleSoft) and reporting platforms such as Workiva and Lease Query.
  • Ability to coordinate audits and manage multiple deadlines, including preparation of audit-ready workpapers, responding to auditor inquiries, and tracking deliverables across departments and external stakeholders.
  • Advanced knowledge of governmental accounting and reporting standards, including GASB pronouncements and fiduciary fund reporting requirements.
  • Strong communication and collaboration skills, with the ability to effectively coordinate with enterprise departments, Constitutional Offices, and auditors to ensure accurate, timely, and compliant financial reporting.


WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
