Description:

Under the direction of the Chief Financial Officer, responsible for general accounting and financial reporting functions including supervising or performing the functions related to accounts payable, accounts receivable, payroll, cash receipts, and budgeting. Responsible for implementing and maintaining a system of internal controls to safeguard assets and ensure financial reporting is incompliance state and local requirements and Governmental Accounting Standards Board (GASB) principles as applicable to the Library. This position will assist Chief Financial Officer with other duties as assigned.

This is a full-time, exempt position with a starting salary of $82,936, plus excellent benefits.

Job Duties (Essential Functions)

  • Oversees day-to-day finance operations and supervision of staff, including functional responsibility over accounting, financial reporting, accounts payable, accounts receivable, payroll and budgeting. Ensures appropriate procedures and processes are in place for each functional area assigned, including appropriate accounting procedures and internal controls.
  • Reconciles and records payroll transactions to the general ledger. and other payroll related vendor payments, prepares and distributes payroll-related vendor checks.
  • Files timely Federal, State and local tax reports, and other reports required by government regulation as assigned by CFO.
  • Prepares monthly journal entries and general ledger reconciliation and prepares financial statements as assigned.
  • Performs monthly closing process.
  • Reviews and updates the finance policies and procedures and maintains the accounting system accordingly.
  • Coordinates work related to annual audits, including financial statement audit and workers compensation audit.
  • Assists CFO with the preparation of the annual budget for the Library. Prepares detailed reports to be used in the budgeting process. Prepares for review, monthly and annual budget comparison reports.
  • Prepares and supervises other staff members that prepare month-end accruals and performs overall general ledger system maintenance.
  • Functions as the Chief Financial Officer’s alternate, ensuring continuity of leadership and operations, and serves as the department’s second-line leader.
  • Tracks M/WBE activity and provides quarterly reports.
  • Performs other related work and undertakes special projects as assigned.
Requirements:
  • Demonstrated leadership ability and team management skills.
  • Excellent interpersonal skills.
  • Considerable knowledge of governmental accounting practices and procedures.
  • Comprehensive knowledge of overall finance operations, including internal control compliance.
  • Demonstrated ability to manage complex accounting and other financial management systems.
  • Strong communication skills (written and verbal), and outstanding customer service skills.
  • Strong analytical and problem-solving skills, along with attention to detail.
  • Demonstrated ability to effectively organize and establish priorities.
  • Advanced computer skills.
  • Demonstrated willingness to grow and build expertise in areas such as tax incentives and revenue analysis, strategic finance, long-term financial sustainability, and alternative financing mechanisms, including debt financing, banking partnerships, and investments.
  • Ability to understand, speak, and communicate clearly and concisely in English is required. Additional consideration will be given to individuals that are proficient in any non-English languages utilized in Jackson County, MO, including Spanish, American Sign Language, Vietnamese, French, Arabic, and Swahili.

Required Education and Experience

  • Bachelor’s degree in Accounting or related field and 5 years professional accounting experience, or equivalent combination of education and progressively responsible accounting experience.
  • Two years of supervisory and accounting software experience.
  • Two years of governmental accounting experience.
  • Intermediate Microsoft Excel skills.
  • Knowledge of fund accounting and payroll, accounts payable & accounts receivable processing is preferred.


Work Environment

Work is performed at the Library’s Administrative Annex location. Primary workspace is shared with co-workers in an office space within the Annex. Other work might be performed in a public space amongst staff and patrons from a diverse socio-economic community.
