POSITION SUMMARY:

Under general supervision, to respond to fire alarms and other emergency calls for the protection of life and property; to have primary responsibility for the operation, use and routine maintenance of fire vehicles and pumping equipment utilized during firefighting activities; to render first aid and lifesaving assistance; and to perform related work as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• As a supervisory position in the fire department, all Fire Apparatus Engineer (FAE) incumbents are responsible for duties subordinate to a Fire Captain and may, at any given time, step into the

supervisory/ leadership role in the stead of the Fire Captain.

• Safely responds to alarms, drives fire apparatus to fires and other emergency calls and operates a pumping engine engaged in boosting water pressure from street mains, or a sufficient water

source by means of drafting through hose lines to nozzles.

• Use a hydraulic theory and mathematics to calculate correct pump pressure to ensure required water pressure at the nozzles.

Responsible for cleaning pumps, washes apparatus, equipment, makes minor repairs to apparatus

and equipment, and services equipment.

• Inspects equipment and pump motors; clean and maintains hoses carried on equipment.
• Responsible for placement of fire apparatus in appropriate position of emergencies to maintain

proper operations regarding the emergency and safety of personnel and the public.

• Performs a full range of firefighting duties, rescue and lifesaving work through the use of

ladders and resuscitation equipment.

• Estimates heights and adjusts equipment to ensure proper and safe operation.
• Inspects public establishments to secure compliance with codes and regulations pertaining to fire

safety.

• Inspects and tests fire protection systems, examines the storage, handling and use of flammable

liquids, hazardous materials and issues orders to comply with codes.

• Responsible for responding to complaints, requests for information and assist in maintenance of

the fire station and grounds.

• Responsible on day-to-day inspections of condition and readiness of equipment, flow-tests hydrants, studies the geography of the Reservation, location of fire hydrants and first aid

methods.

• Administers first aid to victims of accidents and fires, operates lifting, hoisting, spreading and

pulling equipment and operates foam and additive proportions.

• Incumbents may also be required to document training modalities in the absence or direction of

the Fire Captain.

• Performs a variety of collateral administrative work involving fire prevention and suppression

programs.

• Engages in public information activities, maintains inventories, recommends purchase of fire

fighting and other equipment and maintains physical fitness.

• Operates a Tribal vehicles as directed.
• As a supervisor subordinate to a Fire Captain, the Fire Apparatus Engineer (FAE) may assume

and step into the supervisorial/leadership role in the stead of the Fire Captain.

• Performs related duties as assigned.

KNOWLEDGE, SKILLS, CERTIFICATIONS/LICENSE AND ABILITIES:

• Current firefighting principles, methods, techniques, and strategies.
• Knowledge in hazardous materials, fire prevention procedures and related codes.
• Principles of hydraulic, construction engineering, personnel, supervision and training.

Knowledge in tribal geography and watery system.

• Ability to prepare and present concise written and oral reports, conduct thorough inspections and investigations.
• Ability to calculate hydraulic engineering problems under emergency conditions.
• Ability to perform emergency first aid at the EMT or higher level of training and reacts quickly to changing situations under emergency pressures.
• Skill in firefighting duties.
• Establish effective relationships with those contacted in the course of work.

MINIMUM QUALIFICATIONS/ POSITION INFORMATION:

• Experience: In the position or area of responsibility and assigned as an FAE. Any combination of training, education, and experience which demonstrates possession of the knowledge and abilities stated above and the ability to perform the duties of the FAE position. A typical qualifying entrance background experiences as an FAE; and completion of course work in fire science or a closely related field from which the incumbent has acquired the knowledge and

abilities listed above.

• Certifications: State of California EMT B or Paramedic (San Diego County accreditation required upon appointment) AHA Health Care Provider CPR (all candidates) and AHA ACLS Certification (paramedic licensed only) California State Board of Fire Services Firefighter I certification (Firefighter II certification highly desirable California State Board of Fire Services Driver/Operator 1A & 1B certification or equivalent.
• Education: Possession of a high school diploma, G.E.D. equivalency, or a high school

proficiency certificate (Associate, Bachelor, and/or advanced matriculation is highly desirable). § License: Possession of a valid Class C California Driver’s License with appropriate Firefighter

Endorsement during the tenure of employment (Class A or B California Commercial Driver’s License highly desirable).

• The department utilizes the North Zone standards for testing for the position of FAE, and the

department utilizes a standard DMV checklist for evaluating FAE candidates.

• Must complete the BlueCard® 50-hour online training within 90-days of position placement;

department provided.

• Must also complete the 24-hour (post-50-hour online) training in a Certified Training Center (CTC) within 1 (one) year of completion of FAE placement; department provided.
• Acknowledges and agrees to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians. Must pass pre-employment and random drug testing during employment.

Must be able to pass a Fingerprint-based background check of potential employees, volunteers, and contractors pursuant to Public Law 101-630 - Indian Child Protection and Family Violence Prevention Act.

WORKING CONDITIONS:

Environmental Conditions: Incumbents may be required to work with harsh or toxic substances, to wear protective apparel including goggles, face protectors, aprons, shoes and oxygen breathing apparatus. Incumbents may be required to work at considerable heights, sustain physical exertion and/or to work in physically uncomfortable positions for prolonged periods. And exposure to communicable diseases (HIV, HBV, HCV, tuberculosis, meningococcal meningitis, various parasites, etc.)

Physical Conditions: Essential and marginal functions require maintaining physical condition necessary for arduous work and frequent bending, turning, reaching, grasping, kneeling, standing, sitting, and walking; and moderate to heavy pushing, pulling, lifting and carrying.
