Job Summary

Performs a variety of technical work associated with Fleet Maintenance and Fleet Replacement. This position is responsible for reviewing, analyzing, designing, and implementing processes and systems to enhance and maintain new and existing fleet programs; maintaining accurate financial records; processing invoices and payments for parts, repairs, and replacement vehicles; ensuring regulatory compliance for monitoring and reporting are met; supporting day-to-day fleet maintenance needs and work orders; and related work required.

Essential Job Functions

  • Maintain accurate budgets and accounting documents for Fleet Maintenance;
  • Monitor and report on fleet performance metrics, including but not limited to fuel consumption, maintenance costs, and vehicle utilization;
  • Conduct analysis of data to identify trends and recommend solutions for improving efficiency and reducing cost;
  • Work with management to develop short-and long-term plans for the fleet, including budgeting and forecasting, EV purchasing and infrastructure, and vehicle replacement plans;
  • Assist in the procurement process for new vehicles, including EVs and chargers, and negotiating pricing and terms with vendors;
  • Maintain accurate records of all fleet assets, including vehicle make, model, year, license plate number, VIN, and insurance information;
  • Coordinate with maintenance staff to ensure that all vehicles are properly serviced and repaired in a timely manner;
  • Monitor compliance with all federal, state, and local regulations governing fleet operations and carbon footprint reduction;
  • Develop and implement policies and procedures related to fleet management;
  • Train new employees on fleet policies and procedures;
  • Keep abreast of new developments in fleet technology, like those concerning EVs and related infrastructure, and make recommendations for adoption where appropriate;
  • Perform regular audits of fleet records to ensure accuracy and completeness;
  • Prepare reports as requested by management;
  • Perform other duties as assigned.

Qualifications

Education and Experience

Bachelor’s Degree from an accredited university and at least three (3) years of professional experience in a vehicle maintenance shop, parts or service center, fleet management department or similar organization OR any equivalent combination of experience and training which provides the required knowledge, skills and abilities.


Special Qualifications:

Possession of a valid Maryland Driver’s License or the ability to obtain same with 30 days of employment.


Preferred Qualifications:

Education or experience procuring, supporting, maintaining, or tracking inventory and records of fire trucks, law enforcement vehicles, first responder vehicles, and/or work vehicles.


Education or experience procuring, supporting, maintaining, or tracking inventory and records of plug-in electric vehicles, hybrid electric vehicles, e85 vehicles, and EV charging infrastructure.

Education or experience with financial or fleet management software like MUNIS, Dossier, or other comparable tools.


Knowledge, Skills and Abilities:

  • Knowledge of fleet management programs;
  • Strong organizational and time management skills;
  • Ability to plan, organize and conduct systems analysis and to evaluate alternative processes and procedures using both electronic and written formats;
  • Ability to make oral and written reports and presentations, and to prepare charts graphs, and forms clearly and effectively;
  • Knowledge of fleet maintenance and replacement terminology, procedures and equipment;
  • Knowledge of electric vehicles like hybrid electric vehicles and plug-in electric vehicles, and related charging systems;
  • Knowledge of the principles of governmental organization and administration;
  • Ability to follow complex oral and written instructions;
  • Skills using good judgment, customer service, and professional courtesy;
  • Ability to operate computers for data entry, word processing and/or accounting purposes.
  • Ability to supervise and oversee maintenance and repair work on fleet vehicles and equipment, including ability to perform required vehicle inspections underneath and above vehicles;
  • Ability to operate a vehicle; ability to sit at a computer terminal or desk for extended periods; and
  • Ability to operate standard office equipment including computer, copier, printer and fax machine.

Employment Conditions

Work is performed in a safe and secure work environment that includes an office and maintenance shop, and there may periodically be unpredictable requirements or demands. Ability to withstand working inside, outside, and in extreme weather conditions.
