The Setup & Transition Manager will play a central role in the establishment and operationalization of a new licensed entity responsible for electricity distribution, supply, and renewable generation across Industrial Cities.


This role is responsible for managing the setup process, including coordination with consultants, regulators, management, the incumbent operator, and other key stakeholders to achieve the successful transfer of network assets and business operations to power in preparation for and achievement of commencement of Commercial Operations.


While the initial focus will be on program management, coordination, business and technical due diligence necessary for a smooth transition from, ensuring business readiness, operational continuity, and compliance with Omani electricity regulations, the intent is for the position to evolve into a senior management post within the final organization structure.


Key Responsibilities


Company Setup & Transition Management


  • Lead and coordinate all activities relating to the setup and licensing of power, including preparation of organizational, technical, and regulatory documentation.
  • Work closely with consultants, legal advisors, and regulators (Ministry of Energy & Minerals, etc.) to align on compliance and approval requirements.
  • Oversee the handover and due diligence of network assets, customer data, and operational systems from NEDC to Company's Power.
  • Support development of MP’s Business Plan, O&M plan, and Commercial Launch Plan.


Stakeholder Coordination


  • Serve as the focal point for coordination between regulatory authorities to ensure timely delivery of project milestones.
  • Facilitate regular working group meetings, progress reviews, and regulatory submissions.
  • Manage communication with customers and key industrial stakeholders regarding the transition process.
  • Align long-term renewable integration with national visions (Oman Vision 2040, etc)


Operational Readiness


  • Support the preparation of operational procedures, asset management systems, and safety frameworks in line with Omani electricity sector regulations.
  • Ensure all operational activities are aligned with Royal Decree 78/2004, Distribution & Grid Codes, and AER Small-Scale Solar PV Guidelines.
  • Lead the development of Company Power’s organizational structure, including defining departmental responsibilities, preparing Job Descriptions (JDs), and establishing master plans for the technical and operational teams.
  • Contribute to defining roles, responsibilities, and competence requirements for key technical personnel — including the future Responsible Person position.
  • Perform sensitivity analysis and scenario planning to support decision-making.


Reporting & Performance Monitoring


  • Provide regular updates to the shareholders on project progress, challenges, and risk mitigation measures.
  • Prepare documentation and reports required for APSR and other authority submissions.
  • Maintain accurate project records and ensure full compliance with Company governance standards.


Requirements

Key Qualifications Education:


  • Bachelor’s degree in electrical engineering, Renewable Energy, Power Systems, or a related Management field.
  • Professional certifications (e.g., PMP, Chartered Engineer, NEBOSH, or Grid Integration certificates) are an advantage.


Experience:


  • 8+ years of experience in transmission, distribution, and supply companies.

  • Proven track record in project management, asset transfer, utility transition programs, and power system planning.
  • Experience & familiarity with Oman’s energy sector, grid codes, and regulatory framework(s) is preferred.


Technical Skills:


  • Proficiency in Distribution Code, Grid Code, and APSR guidelines.
  • Asset management systems and O&M best practices.
  • Strong knowledge of grid codes, transmission systems, and renewable integration strategies.
  • Advanced data analysis, forecasting, and energy yield assessment (AEP) capabilities.
