Position Title: Head – Manpower & People Services (M&PS)


Job Purpose

To lead and streamline the M&PS function across all operational geographies, ensuring strategic alignment, operational efficiency, and compliance with country-specific labor and visa regulations. The role will drive manpower planning, mobilization, policy implementation, and people services excellence across the division.


Key Responsibilities


Strategic Leadership:

  • Develop and implement M&PS strategies aligned with divisional goals.
  • Act as a strategic advisor to the Division President and Chief M&PS Officer.

Operational Oversight:

  • Oversee manpower planning, recruitment, mobilization, and demobilization across ISD geographies.
  • Ensure timely and cost-effective visa processing and resolution of country-specific challenges.

Policy & Compliance:

  • Ensure adherence to labor laws, visa regulations, and internal policies across all locations.
  • Recommend and implement improvements to M&PS policies and procedures.

Team Management:

  • Lead and mentor Manager M&PS across Qatar, UAE, Oman and Pakistan.
  • Drive performance management, training, and development initiatives.

Stakeholder Engagement:

  • Liaise with internal stakeholders, government bodies, and external agencies to ensure smooth operations.
  • Represent M&PS in cross-functional and leadership forums.

Process Improvement:

  • Identify gaps in current operations and implement process enhancements.
  • Standardize M&PS practices across geographies for consistency and efficiency.

Camp Management:

  • Oversee the setup, maintenance, and operations of employee camps across ISD geographies.
  • Ensure timely provision of food, accommodation, sanitation, and recreational facilities as per entitlements.
  • Negotiate and manage cost-effective contracts for camp services including catering, waste management, and utilities.

Grievance Handling:

  • Establish and maintain a transparent grievance redressal mechanism for employees.
  • Address and resolve employee concerns promptly and fairly in coordination with BU HR teams.
  • Monitor grievance trends and recommend policy or process improvements.

Fleet and Transportation Management:

  • Vehicle fleet operations, including procurement,
  • Leasing, maintenance scheduling, fuel management, and compliance with safety and regulatory standards.
  • Ensures optimal utilization of transportation resources to support operational efficiency across.


Other Tasks:

  • Country-specific visa delays and regulatory hurdles
  • Maintain proactive liaison with authorities and pre-process documentation
  • Identify Inconsistent M&PS practices across geographies
  • Implement standardized policies and conduct regular audits
  • Attain Employee grievances affecting morale and retention
  • Establish transparent grievance mechanisms and feedback loops
  • Camp facility management and service quality
  • Monitor service contracts and conduct periodic inspections
  • End-to-end management of office setup and infrastructure, including identifying suitable premises, negotiating and executing lease/rent agreements, coordinating with contractors and vendors for fit outs, ensuring compliance with local regulations, and overseeing facility readiness to support business operations efficiently.


Qualifications, Experience & Skills:

Qualification: Master’s degree in human resources/ Business/Public Administration, or Law.

Experience:

Minimum 15–20 years of progressive experience in Manpower & People Services roles (Core Administration), with at least 5 years in a senior leadership capacity in the Middle East.

A solid track record in Plant Construction & Maintenance, Oil & Gas, and managing workforce operations within large-scale, complex organizations is essential.
