Head of Compliance - Fintech / BNPL (Buy Now, Pay Later)

Role Overview

We are seeking an experienced Head of Compliance to lead and oversee the compliance framework for a regulated BNPL (Buy Now, Pay Later) fintech operating under the Qatar Central Bank (QCB).

This role is responsible for ensuring full regulatory compliance, including AML/CFT, consumer protection, and data privacy requirements, while embedding a strong compliance culture across the organization as the business scales in Qatar and the wider MENA region.

Key Responsibilities

  • Design, implement, and maintain a comprehensive compliance management framework aligned with QCB regulations and fintech best practices.
  • Act as the primary point of contact with Qatar Central Bank (QCB) and other regulatory authorities, managing regulatory correspondence, filings, licensing, and sandbox requirements.
  • Develop, review, and update internal compliance policies, procedures, and manuals in line with applicable laws and regulatory guidelines.
  • Conduct periodic compliance risk assessments to identify, assess, and mitigate regulatory and operational risks.
  • Collaborate closely with the CEO, MLRO, and legal advisors to meet regulatory milestones, reporting obligations, and supervisory expectations.
  • Review products, customer journeys, and marketing materials to ensure transparency, fairness, and consumer protection.
  • Ensure digital platforms and third-party systems (payment gateways, KYC/AML vendors) comply with regulatory standards for data security and transaction monitoring.
  • Deliver ongoing compliance training and awareness programs across all business functions.
  • Monitor regulatory developments in Qatar and the MENA region and assess their impact on business operations.
  • Prepare and submit regulatory reports, audit responses, and compliance documentation to internal and external stakeholders.
  • Support vendor, merchant, and partner due diligence to mitigate third-party compliance risks.

Required Qualifications

  • Bachelor’s degree in Law, Finance, Business Administration, or a related field.
  • Professional compliance certification such as CAMS, ICA, CRCMP, or equivalent (strongly preferred).
  • 7–10 years of experience in compliance leadership roles within banking, financial services, payments, or fintech.
  • Strong knowledge of Qatar Central Bank (QCB) regulations, including AML/CFT, consumer protection, and reporting obligations.
  • Proven experience building and scaling compliance programs in digital-first or fast-growing environments.
  • Knowledge of Islamic finance principles is an advantage.

Job Type: Permanent

Pay: From QAR18,000.00 per month
