We are looking for a highly skilled and experienced
Safety Officer (Nebosh IGC)
with a strong background in the
construction of substations
,
overhead transmission lines (OHTL)
,
underground cable works
, and
building infrastructure
. The ideal candidate should be capable of enforcing standards, ensuring compliance, conducting inspections, managing documentation, and supporting continuous improvement in line with project requirements.
Candidates with prior Saudi or GCC experience strongly preferred.

Key Responsibilities:

Implement all
Environment, Health & Safety (EHS)
requirements in line with Company Policy, Client-approved Loss Prevention Plan (LPP), contract obligations, and local regulatory standards.
-
Support the
coaching, mentoring, and implementation
of project-specific EHS programs across site teams and subcontractors.
-
Conduct
regular audits, inspections, and compliance checks
to verify effective implementation of the EHS Management Plan, updating it as per evolving project needs and risks.
-
Ensure
adequate deployment of safety staff, first-aid coverage, firefighting resources, and emergency equipment
on site.

Assist in the
investigation of incidents/near-misses
to determine root causes and ensure timely implementation of corrective and preventive actions.

Promote a
Zero Harm culture
and risk-free work environment across all site activities.
-
Report any
unsafe act, unsafe condition, or EHS violation
immediately to the HSE Manager/Construction Manager.
-
Review, prepare, and present
EHS documentation, reports, permits, and method statements
for client/consultant approval.
-
Ensure project-specific
legal and client EHS obligations
are understood and complied with by Project Managers, Engineers, Supervisors, and subcontractors.
-
Organize and lead
regular EHS meetings, toolbox talks, and awareness sessions
to highlight key risks, lessons learned, and safe work practices.
-
Verify the
certification and competency
of scaffolders, lifting personnel, riggers, crane operators, and other critical trades.
-
Implement
hazard identification and risk assessment (HIRA/JHA)
for substation construction, OHTL erection, excavation, lifting operations, confined space entry, and working at heights.

Ensure the availability and periodic testing of the
Emergency Response Plan
, including fire drills, rescue plans for working at height, and electrical accident scenarios.

Liaise with subcontractors to ensure compliance with the Company’s
EHS standards and contractual obligations
.

Promote initiatives and motivation programs to enhance
EHS awareness and behavioral safety culture
.

Deliver or coordinate
mandatory and job-specific EHS training programs
for workers and staff.
-
Develop and track
EHS objectives, KPIs, and performance indicators
, ensuring continuous improvement.
-
Monitor and ensure compliance with
PPE standards, electrical safety protocols, and permit-to-work (PTW) systems
for all high-risk activities.
Qualifications:

Academic:
Diploma in Engineering/Science Graduate (Occupational Health & Safety or Engineering field preferred).

Professional:
-
Mandatory:
NEBOSH IGC or equivalent internationally recognized certification.
-
Preferred:
IOSH Managing Safely, OSHA 30-hour, First Aid/Firefighting Certification, Train-the-Trainer, Risk Assessment Certification.

Computer literacy with MS Office (Word, Excel, PowerPoint).

Experience:
Minimum
5 years in construction HSE
, including at least
3 years in electrical substations and/or OHTL projects
with multinational/large-scale organizations.

Added Advantage:
Approval from authorities such as
SEC/NG/ARAMCO/NEOM
or equivalent international clients.
