Health and Safety Officer (HSE) - Freelancer/Consultant - Construction

Job Summary

The Health and Safety Officer (Construction) is responsible for ensuring a safe and compliant working environment across construction sites. The role focuses on implementing and monitoring health and safety policies, conducting site inspections, enforcing safe work practices, and ensuring compliance with construction safety regulations and standards. The officer plays a key role in preventing accidents, injuries, and occupational illnesses on site.

Key Responsibilities

  • Implement and enforce health and safety policies and procedures on construction sites
  • Ensure compliance with occupational health and safety legislation, construction regulations, and company standards
  • Conduct regular site inspections, safety audits, and risk assessments
  • Identify hazards related to construction activities such as working at heights, excavation, lifting operations, electrical works, and heavy machinery
  • Develop and review Job Safety Analyses (JSA), Method Statements, and Risk Assessments
  • Investigate accidents, incidents, and near-misses; prepare detailed reports and recommend corrective actions
  • Deliver site inductions, toolbox talks, and safety training for workers and subcontractors
  • Monitor the proper use of Personal Protective Equipment (PPE)
  • Coordinate emergency response procedures, including fire safety, first aid, and evacuation drills
  • Stop unsafe work practices and issue safety notices or corrective actions when required
  • Maintain site safety records, permits, and statutory documentation
  • Liaise with project managers, engineers, subcontractors, and regulatory authorities
  • Promote a strong safety culture and continuous improvement on site

Qualifications and Certifications

  • Diploma or Degree in Occupational Health and Safety, Construction Safety, or a related field
  • Professional certification such as NEBOSH Construction Certificate, OSHA, IOSH, or equivalent
  • First Aid and Fire Safety certification preferred

Skills and Competencies

  • Strong knowledge of construction safety regulations and industry best practices
  • Ability to identify site hazards and implement effective control measures
  • Excellent communication and training skills
  • Strong observation, reporting, and documentation abilities
  • Assertive approach with the ability to enforce safety standards
  • Ability to work independently and under site pressure

Experience

  • Minimum 3–5 years of experience in a construction health and safety role
  • Experience working on active construction sites (residential, commercial, or infrastructure projects)
