Responsibilities
- Maintain the strategic plan for Health and Safety that aligns with the client's priorities based on industry best practice.
- Develop an inspection regime to ensure that the property receives regular health and safety inspections and produce assessment/inspection reports for adherence to the requirements.
- Enforce all policies relating to H&S practices in the workplace.
- Assist in developing the H&S processes and ensure effective and appropriate implementation.
- Support delivery of HSE training to members of the FM service provider team.
- Provide technical advice and support to all Project staff relating to HSE, including KSA legislation, standards, and international codes of practice.
- Participate in safety inspections and provide guidance as needed to individuals nominated to complete designated tasks and corrective actions.
- Conduct an incident review of all incidents and provide a full report to the Senior Facilities Manager and Client.
- Identifying root causes of accidents, incidents, and near misses.
- Maintain accurate records of incidents and investigations.
- Recommend and implement corrective actions to prevent recurrence.
- Participate in monthly HSE review meetings.
- Conduct site HSE audits.
- Lead the Fire Evacuation committee and ensure building evacuations are done annually.
- Review risk assessments and method statements (RAMS) for various activities, including fit out activities.
- Identify hazards and implement control measures to mitigate risks.
- Maintain a register of risk assessments and ensure they are regularly reviewed and updated.
- Monitor that the project has a documented emergency procedure communicated to all personnel and assessed at appropriate intervals.
- Manage project consultants (ADHOC and fit out) with the discharge of their respective HSE obligations-monitor and report on their performance.
- Conduct regular workplace inspections and audits to identify hazards and ensure compliance with regulations.
- Follow up on inspection findings and ensure corrective actions are implemented.
Education & Qualifications
Essential :
- Bachelor's Degree in Occupational Health and Safety, Environmental Science, Engineering, or a related field.
- NEBOSH General Certificate (or equivalent international safety qualification).
- Valid certification in Fire Fighting.
Desirable :
- Diploma/Certification in Occupational Health and Safety Management Systems (e.g., ISO 45001).
- Membership with a recognized professional safety organization (e.g., IOSH, ASSP).
- Advanced certifications in specific areas such as fire safety risk assessment or environmental management.
Experience
- Minimum 3-5 years of experience as a Health & Safety Officer in a relevant operational environment.
- Experience working in Saudi Arabia is highly advantageous.
- Proven experience in developing and implementing HSE programs.
- Experience in conducting risk assessments, incident investigations, and safety audits.
Knowledge & Skills
- In-depth knowledge of Saudi Labor Law and related regulations (e.g., OSHA 18001, Royal Decree No. M/30).
- Construction Safety Regulations (if applicable).
- Environmental regulations and best practices.
- Hazard identification, risk assessment, and control measures.
- Emergency response planning and procedures.
- Accident investigation techniques.
- Safety training methodologies.
- Excellent communication and interpersonal skills; ability to communicate effectively with all levels of employees, management, and external stakeholders.
- Strong analytical and problem solving skills.
- Proficiency in Microsoft Office Suite.
- Fluency in English and Arabic (essential).
