To ensure that all Health, Safety, and Environmental management procedures and practices are effectively implemented and maintained in compliance with DEWA regulations , local authority requirements , and company HSE policies . The role focuses on risk prevention, compliance assurance, and promoting a safety-oriented culture at all project levels.


Key Responsibilities:

1. Compliance & Approvals

  • Ensure adherence to DEWA HSE Regulations , Dubai Municipality , and UAE Federal Law related to occupational health and safety.
  • Coordinate with DEWA for necessary approvals, inspections, and safety audits.
  • Maintain and update DEWA HSE documentation, permits, and site approvals.

2. HSE Management & Implementation

  • Develop and implement project-specific HSE Plans , Risk Assessments (RA) , and Method Statements (MS) in line with DEWA standards.
  • Conduct site inspections, hazard identification, and implement corrective/preventive actions.
  • Ensure compliance with PPE usage, safe work practices, and emergency procedures.
  • Monitor subcontractors’ compliance with safety procedures and contractual obligations.

3. Training & Awareness

  • Conduct toolbox talks , safety induction sessions, and HSE awareness programs for all site personnel.
  • Ensure all site staff and workers are aware of DEWA HSE rules and project-specific hazards.

4. Incident & Investigation

  • Report, investigate, and document all incidents, near misses, and unsafe acts/conditions.
  • Prepare HSE performance reports and submit to management and DEWA as required.

5. Documentation & Reporting

  • Maintain HSE records, inspection logs, and DEWA audit reports.
  • Prepare and submit daily, weekly, and monthly HSE reports to the client and company management.
  • Keep updated records of all HSE certifications, equipment calibrations, and legal compliance documents.

6. Emergency Preparedness

  • Develop and periodically test Emergency Response Plans (ERP) .
  • Ensure fire-fighting equipment, first aid kits, and evacuation routes are maintained as per DEWA requirements.


Qualifications & Certifications:

  • Bachelor’s Degree / Diploma in Engineering or equivalent (Mechanical, Electrical, Civil, or Industrial).
  • DEWA HSE Approval / Card Mandatory.
