Health Safety Environment Officer

Job Purpose:

The Health & Safety Officer is responsible for monitoring and assessing hazardous/unsafe situations and developing measures to assure personnel safety and coordinates Health & Safety activities for Provis in accordance with HSE Management Systems of Provis and client. The position will also be involving in reporting and investigation. Promoting Health and Safety awareness amongst workers and coordinate accordingly to supervisors and proper channel for any health and safety related concerns of any staff.


Roles, Responsibilities, Duties

Key responsibilities:

  • To demonstrate and promote safety and sustainability leadership at project sites
  • To ensure all Provis personnel understand and comply with all HSE requirements
  • To provide adequate information, instructions, supervision and training to Provis employees in matters related to HSE.
  • Report HSE violations and follow ups on implementing controls and corrective/preventive actions to mitigate the risks.
  • To provide HSE support on-site as required
  • To ensure all reporting meets Provis’s requirements in a timely manner.
  • Perform HSE compliance Audit as per statutory and regulatory requirements and internal procedures and policies.


Employee-specific Responsibilities:

  • Implementation of a Safety management system in accordance with the Client’s Safety Management System Regulatory Framework
  • Developing and Safety procedures and ensuring their compliance with the OSHAD SF requirements.
  • Undertaking regular HSE audit and inspections to identify and hazards in a proactive manner to avoid any incidents and suggest Control Measures accordingly.
  • Preparing HSE reports for the PPM (Planned Preventive Maintenance) of the various activities of MEP, Housekeeping, Landscaping, Pest Control, BMS, Fire Protection system.
  • Supporting HSQE Manager and process owners with required HSQE documentation including process flow charts procedures checklists and SOPs
  • Coordinating with Work Permit Receivers and Issuers for the implementation of safe system of work for activities in restricted areas in accordance with OSHAD SF and relevant statutory requirements.
  • Developing training schedules and delivering trainings to work force from various departments of Hard and Soft Services, and office staff.
  • Monitoring and reviewing the service provider’s performances in regard to Health and Safety issues.
  • Liaise with technical onsite team for any HSE incidents and major complaints received from tenants to register follow up and close out related nonconformities.
  • Send out learning bulletins, safety alerts and other information to Employees and service providers.
  • Report Safety violations and follow-ups on implementing control sand corrective/preventive actions to mitigate the risks.
  • Support training strategies for Emergency Response Teams by reviewing Evacuation Procedures and Drills specific to fire, explosions and potential emergencies such earthquakes, bomb treat, power interruptions, etc…
  • Coordinate with onsite medical staff and first aiders to provide swift medical care the required employees effectively.
  • Manage efficiently in providing health awareness and continued promotion of health across all work force.


Measurable Objectives:

  1. Prepare and conduct HSE compliance audit for allocated project sites
  2. Prepare the Safety Inspection Report for work sites, and forward to the HSQE Manager, concerned technical onsite team, project sites lead and service provider for necessary action.
  3. Verify the effectiveness of the Corrective and preventive actions and close out the corrective and preventive actions.
  4. Support and provide inputs in Monthly HSE Dashboard summary report for review by Senior Management and further action if required.
  5. Documentation on Trainings conducted and Contractors inducted
  6. Number of risk assessments determined the control measures and implementation.
  7. Compliance to legal and regulatory requirements on contract and project sites site.
  • Oversee implementation of operational systems and procedures to include but not be limited to: Permit to Work System, Lock-Out/Tag-Out System, Hazardous Chemical – Material Safety Data Sheets (MSDS), PPE System, confined space Awareness, work at heights etc.,


Qualification:

  • Have completed a bachelors or diploma in Engineering discipline or Bachelor of Science in a related discipline
  • Have a certified health and safety certification preferably NEBOSH IGC
  • Internal Auditor for ISO 9001, 14001 and OHS 45001Standards
  • OSHAD approved safety practitioner.


Experience and Skills:

  • Minimum of 5 years of experience as a Health and Safety Officer in the Facility Management or Property Management
  • Experience in HSQE documentation and reporting
  • Inspection and investigation/ audit skills.
  • Verbal skills and written skills
  • Training people of different nationalities
  • Linguistic verbal skills in Arabic, English, Hindi/Urdu
  • Ability to work in a multi-cultural environment
