$6,653 - $7,952 per month, salary commensurate w/ training and experience

Duties Summary

Exempt, non-civil service, full-time, temporary appointment. The primary purpose of this position is to act as a hearings officer for the DOH. The position will preside over contested case hearings, public hearings, and public informational hearings, including requests and hearings on variances, and enforcement hearings. The conduct of hearings includes all necessary and appropriate steps before and after the hearing, including ruling on and receiving testimony and exhibits, developing “finding of facts” and “conclusions of law” and/or decisions and orders as required. Duties also include planning, organizing, and conducting internal investigations as assigned.


Minimum Qualification Requirements

EDUCATION: Graduation from an accredited four (4) year college or university. Graduation from an accredited law school, preferred.

EXPERIENCE: Three to five years conducting contested trial-type hearings and public legislative-type hearings. Experience in public administration, public health administration, project or program management, or other similar experience which required a thorough understanding of the impact of State and federal laws, rules and regulations, and their impact on the decision-making process is required. Prior arbitrator or hearings officer experience is highly desirable.

LICENSE: Hawaii law license, current, and in good standing desirable, but not required.

LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
