Roles and Responsibilities

Organizational Accountabilities:

  • Ensuring accuracy, integrity, and security of HR data across all systems
  • Supporting compliance with Saudi Labor Law, WPS, GOSI, Qiwa, Mudad, and PDPL
  • Enabling efficient HR operations through system optimization, automation, and integration
  • Supporting healthcare operations through alignment between HR systems and clinical platforms (HIS)
  • Driving HR digital transformation initiatives
  • Maintaining standardized HR processes and governance frameworks
  • Supporting audit readiness, accreditation, and regulatory inspections

Functional Accountabilities:

  • HRIS Configuration & System Management
    • Configure and maintain HRIS modules including core HR, payroll inputs, leave, attendance, and workflows
    • Maintain organizational structure, job architecture, grades, and reporting hierarchies within HRIS
    • Ensure system configurations align with approved HR policies and compensation frameworks
  • System Integration & Digital Health Alignment
    • Ensure seamless integration between HRIS and Hospital Information Systems (HIS)
    • Support integration with NPHIES for workforce-related data impacting claims and provider eligibility
    • Ensure alignment with SeHE interoperability standards
    • Coordinate with IT and digital health teams to maintain system consistency across platforms
    • Support integration with ERP, payroll, and operational systems
  • Payroll & Government Integration
    • Ensure accuracy of payroll-related data including salaries, allowances, and deductions
    • Support integration with GOSI, Mudad, Qiwa, and Absher
    • Ensure compliance with WPS and Saudi payroll regulations
      • Validate data used for Saudization (Nitaqat) reporting
  • Data Governance & Quality Management
    • Establish HR data governance standards and validation controls
    • Conduct periodic data audits and reconciliation across HRIS, HIS, payroll, and finance systems
    • Ensure master data consistency across all integrated systems
    • Support data classification and privacy compliance under PDPL
    • Reporting & Workforce Analytics
    • Develop advanced dashboards and reports (headcount, Saudization, workforce cost, turnover)
    • Support data-driven decision-making across HR and leadership
    • Provide insights linking HR data with operational and clinical performance
    • System Enhancements & Digital Transformation
    • Lead HRIS enhancements, upgrades, and implementation of new modules
    • Participate in system design, requirements gathering, and UAT
    • Identify automation opportunities to improve HR efficiency and reduce manual work
    • User Support & Knowledge Enablement
    • Provide expert-level support for HRIS-related issues
    • Train HR and business users on system functionality
    • Maintain documentation, SOPs, and system manuals
    • Compliance, Security & Audit Support
    • Ensure compliance with PDPL and internal data security policies
    • Maintain role-based access controls and audit trails
    • Support internal audits, external audits, and healthcare accreditation requirements
    • Provide system data and documentation for regulatory reviews
Requirements

Bachelor’s degree in Human Resources, Information Systems, Business Administration, or related field – (Required)

Master’s degree (MBA, HRM, MIS) – (preferred)

HRIS / ERP system certification – (SAP HCM, Oracle HCM, Workday)

Certified Human Resources Professional – (HRIS / Digital HR / SHRM / CIPD)- (Required)

Data analytics or HR analytics certification – (Required)

ITIL or project management certification – (preferred)

7–10 years of experience in HRIS, HR systems, or HR digital transformation

Experience in healthcare sector or regulated environments

Strong knowledge of Saudi Labor Law and government HR platforms

Hands-on experience with enterprise HRIS/ERP systems (SAP, Oracle, Workday, Dynamics)

Experience integrating HR systems with Hospital Information Systems (HIS)
