About Us
Furnispace is a growing interior designing company based in Dubai Silicon Oasis. This is our first dedicated HR hire.
We need an experienced, hands-on HR professional who knows UAE/Dubai employment law and regulations inside-out, can build HR infrastructure from scratch, enforce strict policies fairly, ensure full legal compliance, and drive cultural and operational change.
Position Summary
We seek a senior HR Manager (or HR Head) to establish and run end-to-end HR operations, policies, and programs. The role requires deep, practical knowledge of UAE Federal Labour Law, Dubai Free Zone rules (if applicable), visa and immigration processes, WPS/payroll, occupational health & safety, Emiratisation, DIFC/DDA norms (if relevant), and HR best practices. The ideal candidate is decisive, organized, detail-oriented, and able to deliver immediate improvements and long-term systems.
Key Responsibilities (non-exhaustive)
- Build HR function: design org structure, job descriptions, grading, compensation framework, and career paths.
- Recruitment & onboarding: full-cycle hiring (sourcing, interviewing, testing, offer, employment contract), background checks, medical tests, visa processing, Emirates ID, labour card, and thorough onboarding program (induction, probation objectives, buddy system).
- Employment contracts & compliance: draft and maintain compliant contracts (Arabic/English where required), ensure alignment with UAE Labour Law, Ministry of Human Resources & Emiratisation (MOHRE), Dubai regulations, and any Free Zone rules. Keep up with legal changes and advise management.
- Visa, immigration & residency: manage work permits, entry permits, residence visas, visa cancellations, family visas, dependents’ sponsorships, Emirates ID processes, and coordination with typing centers/typing agents and PRO tasks.
- Payroll & benefits: operate accurate, timely payroll (Wages Protection System — WPS), salary structuring, gratuity calculations, statutory deductions (Pension/End of Service for UAE nationals if applicable), overtime rules, leave accruals, and benefits (medical insurance, allowances). Reconcile bank transfers.
- Attendance & timekeeping: implement biometric/roster systems, overtime approval workflow, shift management, absence tracking, and corrective actions for abuse.
- Policies & employee handbook: develop and enforce a comprehensive employee handbook and strict policies covering:
- Code of conduct, anti-harassment/anti-discrimination, conflict of interest
- Working hours, overtime, weekend/shift rules, punctuality
- Annual/ sick/ maternity/ paternity/ unpaid leave policies with application/approval processes
- Probation, confirmation, promotion, salary review cycles
- Performance management, KPIs, appraisal calendar, promotions, salary increments
- Disciplinary procedure, warning letters, suspension, termination, exit interview process
- Grievance handling and whistleblowing mechanism (confidential)
- Social media and IT usage, confidentiality, data protection and record retention
- Health, safety, PPE, incident reporting, first aid, and emergency evacuation
- Substance abuse and medical surveillance policies
- Performance management & talent development: implement KPIs, periodic appraisals, probation reviews, succession planning, learning & development, training calendar, induction and technical/soft-skills training.
- Emiratisation & UAE nationals engagement: implement Emiratisation targets, trainee/graduate programs, government scheme compliance, incentives, and reporting.
- Employee relations & engagement: maintain employee morale, run surveys, organize engagement programs, recognition schemes, CSR activities, and maintain open communications.
- Health, safety & security: ensure compliance with Dubai Municipality, Dubai Civil Defence, and DOH/OHS requirements; manage workplace safety audits, risk assessments, incident investigations, and reporting.
- Termination & exits: conduct compliant terminations, notice periods, final settlements, end-of-service gratuity calculations, knowledge transfer, clearance procedures, and full exit documentation.
- HRIS & recordkeeping: deploy and manage HRIS/ERP, maintain personnel files (digital & physical) per legal retention periods, secure confidential records, and produce HR analytics and dashboards.
- Legal coordination & audits: liaise with MOHRE, Dubai Courts, labour consultants and legal counsel; prepare for and manage labour inspections and audits; respond to labour complaints and litigation.
- Policies for contractors & third parties: implement contractor onboarding, subcontractor compliance, contractual adherence, and site induction for vendors.
- Budgeting & vendor management: HR budget planning, vendor selection (medical, recruitment, trainers, insurance, PRO), and SLA management.
- Reporting: regular HR KPIs, headcount, attrition, recruitment funnel, payroll reports, and compliance updates to management.
Minimum Qualifications & Experience
- Bachelor’s degree in HR, Business Administration, or related field; Master’s or CIPD/SHRM preferred.
- 6+ years progressive HR experience in the UAE (manufacturing/industrial or retail preferred), with at least 3 years in a managerial/senior HR role.
- Deep, demonstrable knowledge of UAE Federal Labour Law, MOHRE procedures, WPS, Emirates ID, and Dubai-specific regulations.
- Proven track record in building HR processes, policies, HRIS implementation, and leading full-cycle HR operations.
- Strong English; Arabic proficiency an advantage.
- High integrity, confidentiality, strong decision-making, and stakeholder management skills.
Desired Skills & Attributes
- Expert in payroll, benefits, visa/residency processing, and labour disputes handling.
- Experience with HRIS (SAP SuccessFactors, Oracle, BambooHR, or similar) and biometric/attendance systems.
- Strong documentation skills and meticulous attention to compliance detail.
- Able to produce clear policies, handbooks, and SOPs.
- Leadership, change management, training, and coaching capabilities.
Deliverables - First 90 Days (examples)
- Complete HR audit and compliance gap analysis; present action plan.
- Draft and roll out employee handbook, core HR policies, and standard templates (offer, contract, forms).
- Implement reliable payroll process and WPS compliance.
- Set up attendance/biometric system and probation/performance review calendar.
- Establish visa/immigration SOPs and PRO vendor relationships.
- Launch onboarding program and mandatory compliance training.
Company Expectations & Rules (strict)
- Zero tolerance for policy violations: breaches of safety, harassment, fraud, theft, or confidentiality result in immediate disciplinary action, up to termination.
- All employees must follow attendance, uniform, PPE and safety rules; falsification of records is a dismissible offense.
- All HR actions must be documented; no verbal-only warnings or approvals.
- No hiring outside formal process; all offers must be approved in writing and contracts filed.
- Full compliance with WPS, visa rules, and MOHRE reporting — payroll errors not tolerated.
- Confidential HR data must be encrypted/secure; access strictly on a need-to-know basis.
- Regular internal audits; non-compliance must be remedied within specified timelines.
