HR Officer

We are looking for a capable and experienced HR Officer to independently manage the full spectrum of human resources functions within our organization. This is a generalist role requiring hands-on involvement across all HR pillars — from talent acquisition and onboarding through to employee relations, payroll coordination, compliance, and offboarding. The ideal candidate brings strong knowledge of Qatar's labor law, a proactive mindset, and the ability to work with minimal supervision.

Responsibilities:

Talent acquisition & recruitment

  • Coordinate with department heads to understand staffing needs and develop job descriptions
  • Source candidates via LinkedIn, Indeed, job portals, referrals, and recruitment agencies
  • Conduct pre-employment background checks and reference verification
  • Maintain a talent pipeline and applicant tracking records

Onboarding & offboarding

  • Coordinate structured onboarding programs for all new hires including orientation and documentation
  • Prepare employment contracts, offer letters, and new joiner packs in compliance with Qatar Labor Law
  • Manage clearance processes, exit interviews, and final settlement calculations upon separation
  • Ensure smooth visa, QID, and work permit processing for incoming employees

Government relations & PRO coordination

  • Liaise with MADLSA (Ministry of Administrative Development, Labour and Social Affairs) on labor matters
  • Assist in processing, renew, and cancel visas, work permits, residence permits, and Qatar IDs via Metrash2 and government portals
  • Coordinate with PRO for all government-related documentation and approvals
  • Maintain up-to-date knowledge of changes in Qatar immigration and labor regulations

Payroll & compensation administration

  • Coordinate monthly payroll inputs including attendance, overtime, deductions, and allowances
  • Ensure timely and accurate salary processing in compliance with the Wage Protection System (WPS)
  • Maintain compensation records
  • Assist in processing end-of-service gratuity calculations

Employee relations & engagement

  • Serve as the primary point of contact for employee queries, concerns, and grievances
  • Investigate and resolve workplace disputes in a fair, timely, and confidential manner
  • Implement and administer disciplinary procedures in line with company policy and labor law
  • Develop and drive employee engagement initiatives, recognition programs, and wellness activities
  • Foster a positive and inclusive work environment across all levels of the organization

Performance management

  • Administer bi-annual performance appraisal cycles
  • Support managers in setting KPIs for their teams
  • Monitor performance improvement plans (PIPs) and provide guidance to the managers
  • Maintain performance records

Learning & development

  • Identify training needs through appraisal outcomes and departmental feedback
  • Coordinate internal training sessions, workshops, and external development programs
  • Manage training calendars and post-training evaluations
  • Support succession planning and career development discussions

HR compliance & policy

  • Ensure all HR practices comply with Qatar Labor Law No. 14 of 2004 and its amendments
  • Draft, review, and update HR policies, employee handbooks, and standard operating procedures
  • Manage disciplinary and grievance procedures in accordance with legal requirements
  • Conduct internal HR audits and ensure documentation is complete and up to date

HR information systems & reporting

  • Maintain accurate and confidential employee records
  • Generate regular HR reports including headcount, turnover, leave, and compliance dashboards
  • Manage leave administration (annual, sick, maternity, emergency) and attendance tracking
  • Support HR digital transformation initiatives and process improvement projects

Qualifications & experience

  • Degree/Diploma/Certificate in Human Resources, Business Administration, or related field
  • 3–6 years of generalist HR experience
  • Currently based in Qatar with a valid QID
  • Strong working knowledge of Qatar Labor Law
  • Experience with government portals: Metrash2, Hukoomi, MADLSA
  • Proficient in HRIS systems and Microsoft Office Suite
  • Fluent in English; Arabic is an advantage
  • High level of integrity, discretion, and professionalism
