Job Title: HSE Advisor

Department: HSE

Report To: HSE Manager

Location: Dhofar

Job Description:

To ensure implementation and monitoring of health, safety and environmental standards at the construction site. The HSE advisor is responsible for supporting compliance with company policies, client requirements and legal regulations to prevent accidents, injuries and environmental incidents.

Key Responsibilities:

1. Implement company HSE policies, procedures and project-specific safety plans at site level.

2. Conduct daily site inspections to identify unsafe acts and unsafe conditions.

3. Ensure compliance with local legal requirements and client HSE standards.

4. Monitor high-risk activities such as work at height, lifting operations, excavation, and hot work.

5. Verify that work permits are properly issued, controlled and closed.

6. Conduct toolbox talks and safety briefings for workers and supervisors.

7. Ensure all workers use appropriate personal protective equipment.

8. Participate in risk assessments and job safety analysis before commencement of new activities.

9. Investigate accidents, incidents and near misses, and prepare reports with corrective and preventive actions.

10. Maintain HSE records including inspection reports, training records, incident logs and audit findings.

11. Support emergency preparedness activities including drills and response coordination. Coordinate with supervisors and subcontractors to ensure safe execution of work. Promote a positive safety culture across the workforce.

Qualifications:

  • Diploma or Degree in Occupational Health and Safety, Engineering or related field.
  • Recognized HSE certification such as NEBOSH IGC or equivalent.
  • Additional certifications in first aid, firefighting or scaffolding inspection are preferred.

Experience

1. Minimum 3 to 6 years of HSE experience in construction projects.

2. Experience in infrastructure, oil and gas, civil or building projects is an advantage.

Skills and Competencies

1. Strong knowledge of construction safety standards and regulations.

2. Good communication and training skills.

3. Ability to identify hazards and implement control measures.

4. Report writing and documentation skills.

5. Leadership qualities with the ability to influence workers and supervisors.

6. Problem solving and decision-making skills.

Working Conditions

1. Site-based role with regular field inspections.

2. May require extended working hours depending on project requirements.

3. Exposure to construction environment and outdoor conditions.
