Key Responsibilities
Safety Management & Implementation:
- Site Inspections & Audits: Conduct rigorous daily site safety inspections, safety walks, and scheduled audits to identify hazards, unsafe acts, and non-conformances (NCRs).
- High-Risk Activities Oversight: Provide immediate and specialized safety supervision for high-risk operations, including working at height, heavy lifting and rigging, deep excavation, confined space entry, and hot work.
- PTW Management: Implement and manage the Permit-to-Work (PTW) system to control all high-risk activities effectively.
- RA & MS Review: Review, approve, and ensure effective implementation of all Method Statements (MS) and Risk Assessments (RA) submitted by subcontractors.
Training & Culture:
- Lead and conduct site-specific safety orientations, toolbox talks (TBTs), and specialized training sessions for site personnel on topics such as emergency response, manual handling, and fire prevention.
- Actively promote a positive, proactive, and preventative safety culture among all site staff and subcontractors.
Compliance & Reporting:
- Regulatory Liaison: Coordinate all safety-related inspections, approvals, and documentation required by local UAE authorities (e.g., Dubai Municipality, Civil Defense, Trakhees) and manage necessary site clearances.
- Incident Management: Lead and conduct thorough investigations into all incidents, accidents, near-misses, and property damage, determining root causes and recommending effective corrective and preventative actions.
- Prepare accurate daily, weekly, and monthly HSE performance reports, statistical analysis, and regulatory documentation for senior management.
Environmental:
- Monitor the implementation of environmental control measures on site, including waste management, dust and noise control, and proper chemical storage and handling, ensuring compliance with local environmental regulations.
Required Qualifications & Experience
- Education: Bachelor’s degree in Engineering (Civil, Mechanical, or Chemical) or a recognized diploma/degree in Occupational Health and Safety.
- Mandatory Certification: NEBOSH International General Certificate (IGC) is mandatory. NEBOSH International Diploma (or equivalent, like NVQ Level 5/6) is highly preferred.
- Experience: Minimum 5 to 7 years of dedicated experience as an HSE Engineer, with a significant portion of that time spent supervising high-rise construction projects for a Tier 1 main contractor in the UAE/GCC.
- Local Knowledge: Proven expertise and practical working knowledge of UAE regulatory requirements, including those set by DM, Civil Defense, and major master developers (e.g., Emaar, Nakheel).
- Skills: Expert knowledge of international safety standards (OSHA, OHSAS 18001/ISO 45001), excellent report writing and presentation skills, and fluency in English is essential. Arabic is a plus.
