HSE Manager
The ideal candidate will have over 10 years of experience in managing Health, Safety, and Environment (HSE) functions for large-scale infrastructure, industrial, and building projects. They will have a proven record of implementing and maintaining HSE management systems, ensuring compliance with local and international safety standards, and fostering a strong safety culture across project teams. Experience in multi-disciplinary environments, including rail, civil, oil & gas, and high-rise construction, is essential.
Responsibilities:
HSE Leadership & Compliance
• Develop, implement, and maintain the company's HSE Management System in line with ISO 45001, ISO 14001, and relevant regulatory requirements.
• Ensure compliance with local, national, and international health, safety, and environmental laws.
• Lead HSE planning for projects, including hazard identification, risk assessment, and control measures.
• Establish and monitor HSE KPIs, prepare regular reports, and recommend improvements.
• Conduct regular safety audits, inspections, and incident investigations, ensuring corrective and preventive actions are implemented.
Project Safety Oversight
• Oversee HSE performance across all project phases design, construction, testing, commissioning, and handover.
• Review and approve HSE plans, method statements, risk assessments, and emergency procedures.
• Ensure contractor and subcontractor compliance with project HSE requirements.
• Monitor and enforce site safety rules, PPE compliance, and safe work practices.
Training & Awareness
• Deliver HSE induction programs and toolbox talks for employees, contractors, and visitors.
• Organize safety awareness campaigns, emergency drills, and training sessions.
• Mentor and guide HSE officers and coordinators, fostering a proactive safety culture.
Incident & Emergency Management
• Lead incident/accident investigations, identifying root causes and ensuring corrective measures are implemented.
• Maintain accurate records of incidents, near misses, and safety performance statistics.
• Develop and oversee emergency preparedness and response plans.
Requirements:
Education & Certification
• Bachelor's degree in Engineering, Occupational Health & Safety, or a related discipline.
• Professional certifications such as NEBOSH International Diploma, IOSH membership, ISO 45001 Lead Auditor, and ISO 14001 Lead Auditor are highly desirable.
Experience
• Minimum 10 years of relevant HSE experience, with at least 5 years in a managerial role.
• Strong background in infrastructure, civil, oil & gas, industrial, and/or high-rise building projects.
• Experience in multinational and multi-contractor project environments.
Technical & Management Skills
• In-depth knowledge of HSE legislation, codes, and best practices.
• Proven ability to develop and implement risk management strategies.
• Strong leadership, communication, and training delivery skills.
• Proficiency in MS Office and HSE reporting systems.
