HSE Manager - Oil & Gas - SASREF

• Job Purpose:

Lead and manage all Health, Safety, and Environmental (HSE) aspects of the project to ensure full compliance with SASREF safety standards, refinery Permit-to-Work (PTW) systems, and H2S protocols in a live brownfield environment. The role is responsible for establishing a strong safety culture, minimizing risk, and ensuring safe execution of all project activities.

Key Responsibilities:

• Develop, implement, and monitor the Project HSE Management Plan for live refinery brownfield operations
• Provide strategic leadership and oversight to the HSE team, including supervisors and officers
• Ensure strict compliance with SASREF / SABIC / Aramco HSE standards, PTW systems, and regulatory requirements
• Lead SIMOPS coordination with refinery operations and other contractors
• Oversee and approve risk assessments (JSA), method statements, and safe work procedures
• Monitor and control high-risk activities, including:
• Lifting operations (including heavy lifts up to 150T cranes)
• Confined space entry
• Hot work
• Line breaking and hydrocarbon exposure
• Establish and enforce H2S safety management systems, including gas testing and emergency protocols
• Lead incident investigations, root cause analysis, and implementation of corrective actions
• Ensure emergency response preparedness, including drills and coordination with refinery emergency teams
• Manage shutdown-specific HSE controls for extended working hours and high-risk operations
• Conduct regular site audits, inspections, and compliance reviews
• Drive safety awareness programs, training, and leadership engagement
• Liaise with client HSE representatives and participate in management review meetings
• Ensure proper reporting, documentation, and KPI tracking for HSE performance

Mandatory Requirements:

• NEBOSH Diploma / International General Certificate (IGC) or equivalent
• H2S Certification (Supervisor / Advanced Level)
• First Aid Certification
• Minimum 10+ years of HSE experience in Oil & Gas projects
• At least 7+ years in refinery / petrochemical environments in KSA
• Proven experience managing HSE in live brownfield refinery projects
• Strong working knowledge of SABIC / Aramco PTW systems and SIMOPS
• Demonstrated experience in leading HSE teams and managing large-scale projects
• Transferable Iqama

Preferred Qualifications:

• Prior experience working on SASREF projects
• IOSH Managing Safely / Grad IOSH / CMIOSH
• Certification in Incident Investigation (e.g., TapRooT, ICAM, or equivalent)
• Experience in shutdown / turnaround HSE management

Pay: ﷼15,000.00 - ﷼20,000.00 per month
