Job Title : HSE Officer (Site-based, medium level)

Job purpose
The HSE Officer will support the company’s Health, Safety & Environment (HSE) program by monitoring, enforcing and improving safety systems across project sites. This is a medium-level role for a candidate with practical, on-site supervisory experience (minimum 1 year in an on-site supervisory role).
Key responsibilities
- Implement and maintain company HSE policies, procedures and safe working practices.
- Conduct regular site inspections and toolbox talks; prepare inspection reports and follow up on corrective actions.
- Perform risk assessments, job hazard analyses (JHAs) and permit-to-work monitoring for site activities.
- Formulate a risk assessment report based on the on-site risk assessment.
- Maintain inventory of PPT material
- Monitor use and condition of PPE, scaffolding, ladders, lifting equipment and other safety-critical tools.
- Lead incident reporting, initial investigation and near-miss recording; assist with root-cause analysis and corrective/preventive action plans.
- Maintain HSE records, permits, registers and compliance documentation; prepare periodic HSE reports for management review.
- Liaise with contractors, clients and regulatory bodies on HSE matters when required.
- Support emergency preparedness and response planning, including evacuation drills and first-aid arrangements.
- Conduct basic environmental monitoring and waste management checks relevant to site activities.
- Support procurement checks for HSE-critical materials and ensure safety data sheets (SDS) are available where applicable.
- Promote a positive safety culture through continuous engagement, observations and coaching of staff.
Required qualifications & experience
- Bachelor’s Degree in HSE Engineering is required and Master's Degree in Occupational Health and Safety (or Environmental Engineering) is also accepted
- At least 1 year experience in an on-site supervisory HSE or safety-related role is mandatory. (2–4 years preferred)
- Basic HSE training/certification (e.g., NEBOSH IGC, OSHA 30, or equivalent) is required
- Valid First Aid certificate and basic firefighting training preferred.
- Familiarity with Pakistani HSE regulations and local site compliance requirements is an advantage.
Skills & competencies
- Strong observational and reporting skills; attention to detail.
- Good interpersonal and communication skills — able to run safety briefings and influence site teams.
- Practical knowledge of common construction/site hazards and control measures.
- Able to prepare clear written reports, checklists and HSE documentation.
- Ability to work independently, prioritize tasks and follow up on corrective actions.
- Comfortable using MS Office (Word, Excel) and basic reporting systems.
- Physically able to visit and inspect active worksites regularly.

Working conditions
- Regular travel to project sites across Karachi. Some site work will be outdoors and in active construction environments.
