Role Overview

We are seeking a qualified and dedicated HSE Officer to join our growing team. The role is responsible for ensuring compliance with safety legislation, company policies, and project-specific requirements while promoting a culture of safety and environmental responsibility across project sites.

Key Responsibilities

• Implement all HSE aspects in line with company policies, client-approved LPP, contractual, and legal requirements related to the project.
• Analyze work schedules to identify safety requirements and potential hazards.
• Ensure supervisors and foremen conduct daily safety reviews and apply relevant safety controls.
• Verify that foremen and operators are trained, qualified, authorized, and licensed.
• Proactively forecast and mitigate risks and unsafe acts.
• Enforce a zero-risk policy across all activities.
• Report any safety violations directly to the Project Manager.
• Inspect tools and equipment to ensure safe and proper usage.
• Ensure all workers wear appropriate PPE (safety belts, gloves, safety shoes, helmets, etc.).
• Conduct daily site inspections to verify safe work practices and compliance with HSE standards.
• Ensure welfare and first-aid facilities are properly maintained at site.

Qualifications and Skills

Education: Diploma or Bachelor’s Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.

Certifications (Mandatory):

• NEBOSH International General Certificate (IGC)
• IOSH Managing Safely
• OSHA 30-hour Certification (Construction or General Industry)

Additional Certifications (Preferred):

• Train the Trainer (certified by a recognized body)
• ISO 45001:2018 Internal Auditor
• First Aid/CPR, Fire Safety, and Risk Assessment

Experience:

• Minimum 5 years of relevant HSE experience, including at least 3 years in multinational or large national companies.
• Proven experience in construction of power stations, distribution and transmission lines (OHTL), HV/EHV systems (132kV/380kV), and electrical substations.

Technical Skills:

• In-depth knowledge of HSE laws, standards, and international best practices (OSHA, ISO 14001, ISO 45001).
• Skilled in risk assessments, incident investigations, audits, and safety inspections.
• Capable of preparing HSE reports, plans, and documentation.
• Familiar with permit-to-work systems and emergency response planning.

Soft Skills:

• Strong communication and leadership abilities.
• Able to conduct safety training and toolbox talks for diverse teams.
• Excellent analytical, problem-solving, and conflict-resolution skills

Computer Literacy:

• Proficient in MS Office Suite (Word, Excel, PowerPoint).
• Familiarity with HSE management systems/software is an advantage.

Other Requirements

• Physically fit and capable of working in demanding site environments.
• Valid driver’s license (for inter-site mobility, if required).
• Flexibility to work extended hours or shifts based on project needs.
