Job Description: HSE Officer
Project Location: Ras Laffan Industrial City (RLIC) / QatarEnergy Sites, Qatar
Duration : 5 Months
Salary : QAR 9000/-+ FAT by client
1. Job Summary
We are seeking a highly skilled and certified HSE Officer to ensure the highest standards of Environment, Health, and Safety are maintained on our project site. The primary focus of this role is to ensure strict compliance with all RLIC and QatarEnergy regulations, with a special emphasis on managing the Permit to Work (PTW) system. The successful candidate will be responsible for implementing safety procedures, conducting risk assessments, and fostering a proactive safety culture to achieve zero incidents.
2. Key Responsibilities
A. Permit to Work (PTW) Management:
- Act as the primary coordinator and advisor for the site's Permit to Work (PTW) system in full compliance with RLIC and QatarEnergy standards.
- Review, authorize, and monitor all permits (Hot Work, Cold Work, Confined Space Entry, Excavation, etc.) to ensure all hazards are identified and controlled.
- Conduct pre-job safety meetings and briefings related to PTW activities.
- Ensure all permits are properly closed upon job completion.
B. Compliance & Documentation:
- Ensure all site activities comply with local Qatari regulations, client-specific (QatarEnergy) requirements, and international best practices.
- Maintain all necessary safety documentation, records, and registers as required by law and the client.
- Prepare and submit daily, weekly, and monthly HSE reports to management and the client.
C. Risk Assessment & Hazard Identification:
- Conduct regular site inspections and audits to identify potential hazards, unsafe acts, and unsafe conditions.
- Lead and document Job Safety Analysis (JSA) and Risk Assessments for all critical tasks.
- Recommend and monitor corrective actions to mitigate identified risks.
D. Training & Awareness:
- Conduct inductions for new employees and subcontractors.
- Deliver toolbox talks and safety awareness sessions on pertinent topics (PTW procedures, hazard communication, etc.).
- Ensure all personnel on site possess the required safety certifications and training.
E. Emergency Preparedness & Incident Management:
- Ensure emergency response equipment is available and functional.
- Participate in organizing and conducting emergency drills.
- Lead the initial investigation of all incidents, near-misses, and unsafe conditions to determine root cause and propose preventive measures.
3. Qualifications & Experience
- Education: Diploma or Bachelor's degree in Engineering, Occupational Health & Safety, Environmental Science, or a related field.
- Certifications (Mandatory):
- NEBOSH International General Certificate (IGC) or equivalent (e.g., IOSH Managing Safely).
- Valid Qatari Driving License.
- Certifications (Preferred):
- Certificate in Permit to Work (PTW) Coordinator/Issuing Authority training from a recognized body.
- Any additional certification from QatarEnergy or RLIC is a significant advantage.
- Experience:
- Minimum of 3-5 years of proven experience as an HSE Officer/Officer in the oil & gas, petrochemical, or construction industry.
- Must have prior experience working within Ras Laffan Industrial City (RLIC) or on QatarEnergy projects.
- Must have demonstrable, hands-on experience managing the QatarEnergy/RLIC Permit to Work system.
4. Knowledge & Skills
- In-depth knowledge of Qatari EHS regulations and QatarEnergy/RLIC safety procedures.
- Expert knowledge in hazard identification, risk assessment, and control measures.
- Strong computer skills (MS Office: Word, Excel, PowerPoint).
- Excellent communication and interpersonal skills, with the ability to influence and engage a diverse workforce.
- Fluency in English (spoken and written). Knowledge of Arabic, Hindi, or Urdu is an advantage.
- Strong reporting and analytical skills.

Pay: QAR9,000.00 per month
