Reynolds is one of the largest community colleges in Virginia and serves Virginia’s capital city and five nearby counties. Annually, our four campus sites serve approximately 13,000 credit students and provide training for 7,400 students through the Community College Workforce Alliance. Reynolds Community College is seeking a Human Recourses Specialist.
The HR Specialist is primarily responsible for managing and maintaining HR data, records, and compliance. This includes oversight of personnel files, HRIS systems, and regulatory documentation to ensure accuracy and adherence to agency, state, and federal requirements. The role also supports time and labor management functions, ensuring records and reporting are completed pre- and post-payroll, and conducting audits to maintain compliance with policies such as VSDP, FMLA, FLSA, and ACA.
Core Responsibilities:
  • Maintain and manage HR data systems, personnel records, and documentation in compliance with VCCS, DHRM, state, and federal regulations
  • Ensure timely and accurate reporting of HR data for audits, compliance reviews, and internal analysis
  • Serve as the agency HR Records Coordinator and Records Officer, with responsibilities that include:
    • Overseeing Records Management: Coordinate the agency’s records program, ensuring effective management of all records regardless of format or final disposition
    • Inventory and Evaluation: Lead efforts to inventory, evaluate, and schedule records; develop methods to control creation, maintenance, and disposition of records
    • Coordination with State Archives: Collaborate with state archives to develop or revise records series retention and disposition schedules
    • Public Records Management: Manage public records and respond to requests in accordance with legal requirements (where applicable)
    • Training and Coordination: Provide training to agency personnel on records management and coordinate with other officials as needed
  • Administer adjunct faculty contracts
  • Review and submit payroll for Community College Workforce Alliance (CCWA), ensuring completeness and accuracy before and after payroll processing
  • Oversee timekeeping and payroll records, verifying accuracy and compliance pre- and post-payroll
  • Conduct regular audits of timesheets and leave records to ensure compliance with VSDP, FMLA, FLSA, ACA, and other applicable policies
  • Support recruitment, onboarding, and offboarding processes by assisting with and ensuring compliance with I-9s, E-Verify, background checks, and all personnel transactions as needed
  • Provide guidance to employees and supervisors on HR policies and procedures
  • Assist with HR- and college-sponsored events such as state service awards, college in-service, commencement, benefits fair, Commonwealth of Virginia Campaign, performance management processes, and professional development initiatives
  • Respond to inquiries in a timely manner and provide support for HR-related systems and processes
  • Demonstrate excellent organizational, analytical, and communication skills
Minimum Qualifications:
Knowledge, Skills, and Abilities (KSAs):
  • Working knowledge of HR data management, compliance standards, and reporting requirements
  • Experience managing hiring and offboarding policy and procedures in accordance with state and/or federal policies and procedures
  • Experience managing large data sets and reporting
  • Knowledge of Fair Labor Standards Act, Affordable Care Act 1500 limitations and/or state timekeeping
  • Experience with HRIS platforms, timekeeping systems, and payroll processes
  • Knowledge of applicable laws and regulations including FMLA, FLSA, ACA, and VSDP
  • Experience handling sensitive information with discretion and professionalism
  • Training in Human Resources, Business Administration, or related field
  • Equivalent combination of education and experience may be considered
