Duties and Responsibilities (*denotes essential functions)
1.* Serves as a Human Resources Specialist for the School of Ocean and Earth Science and Technology.
2.* Assists in performing duties in most areas of human resources management such as recruitment, position classification, record maintenance, personnel actions (including PeopleSoft), contract interpretation, benefit admin, workers' comp etc.
3.* Assists with the maintenance of all confidential personnel files and records, in accordance with State and Federal laws and union contracts.
4.* Reviews & audits human resources transactions (appointments, separations, pay adjustments, leaves, etc.) for conformance with existing rules & regulations. Makes corrections based on requirements set forth in written rules, regulations, and guidelines.
5.* Audits and prepares payroll notification forms (PNF) for various human resources transactions, i.e. new appointment, change in records, request for leaves, termination, etc. in an accurate and timely manner.
6.* Coordinates distribution of benefits information throughout the department. Provides general information regarding benefits. Independently answers and resolves various problems regarding employee benefits.
7.* Independently monitors the leave accounting system for UH employees which includes auditing and correcting data and ensuring accuracy and timeliness of information.
8.Researches complex or unusual leave requests, and advises employees on errors or discrepancies. Determines the proper supporting documentation and follows-up with affected units as necessary.
9.* Assists with advising faculty and staff on applicable laws, practices, collective bargaining provisions, human resources policies and procedures.
10.* Assists with reviewing recruitment requests. Advises managers on how to proceed and assists with the recruitment process.
11.Instructs interview panel on EEO guidelines for questioning applicants.
12.* Reviews and audits various forms and documents to ensure that they are completed accurately. Follows up with employees on errors or discrepancies.
13.* Assists in the audit and review of J-1 exchange visitor requests.
14.* Assists in the review of position descriptions and recommends appropriate classification.
15.* Composes routine correspondence in response to various inquiries; maintains internal personnel information in accordance with establish procedures.
16.* Participates in E-Verify for Federal Contractors. Keeps up to date on E-Verify rules and regulations. Takes required action for Tentative Non-confirmation (TNC) cases.
17.* Oversees & processes all grad asst new hire appts in accordance with applicable policies & procedures. Audits new hire packet, prepares PNF, & follows-up/works with dept admin staff as needed. Provides advice on hiring procedures & required docs.
18.* Coordinates the on-boarding process by assisting with paperwork and conducting orientation presentations for new employees.
19.Assists with special projects as assigned by the supervisor.
20.*Acts as the primary point of contact for employees regarding leave inquiries and issues.
21.*Develops and provides training programs and materials for employees and supervisors on leave policies and procedures.
22.*Ensures that all employees are informed of their leave rights and responsibilities.
23.Other duties as assigned
Minimum Qualifications
1.Possession of a baccalaureate degree in Human Resources or related field and 1 year(s) of progressively responsible professional experience with responsibilities for human resources administration; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.
2.Functional knowledge of principles, practices and techniques in the area of human resources demonstrated by knowledge, understanding and ability to apply concepts, terminology.
3.Functional knowledge and understanding of principles, theories, federal and state laws, rules, regulations and systems associated with human resources.
4.Demonstrated ability to recognize problems, identify possible causes and resolve the full range problems that may commonly occur in the area of human resources.
5.Demonstrated ability to understand oral and written documentation, write reports and procedures, and communicate effectively in a variety of situations.
6.Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team members and individuals.
7.Demonstrated ability to operate a personal computer and apply word processing software.
8.Demonstrated ability to prioritize and organize workload to meet scheduled deadlines.
9.Demonstrated ability to exercise tact and be polite and courteous. Must have the ability to work well with others, to have proper business etiquette, and the ability to provide quality customer service.
10.Demonstrated ability to produce work that is detail oriented, accurate, neat, and organized and must be able to follow up on assigned tasks through satisfactory completion.
Desirable Qualifications
1.Professional experience working in a research/academic institution.
2.Professional experience with responsibilities in human resources management.
3.Experience with UH/RCUH human resources policies and procedures.
4.Familiarity with the J-1 Exchange Visitor Program.
