About this Job:

This position is located in DOTD's Headquarters (HQ) HR Office, works under the direct supervision of the HR Staffing Supervisor, and serves as DOTD's Immigration Compliance Specialist. The incumbent of this position exercises independent judgment and discretion. The incumbent focuses on the Department's Immigration Compliance Program, Exit Interviews and off-boarding, LaGov HCM entry, and staffing operations to ensure compliance and increased effectiveness of the assigned programs, ensuring implementation of improvement plans, and systematically evaluating results and recommending adjustments when needed. A broad working knowledge of Civil Service rules and DOTD policies is required. Highly developed customer service, analytical, as well as written and oral communication skills are necessary.

While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications

Three years of human resources experience; OR

Six years of full-time experience in any field; OR

A bachelor’s degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

The job duties and responsibilities may vary depending on the level at which the incumbent is hired. The job duties and responsibilities listed below are for the Human Resources Specialist position and represent the duties and responsibilities that the incumbent will be expected to fulfill at the end of the training series.


Job Duties:

  • LaGov HCM Entry/Staffing Operations - Implements the staffing functions required to process personnel related actions including hire appointments, promotions, reallocations, separations, transfers, etc. in the LaGov HCM system.
  • LA Careers Posting - Reviews and submits requests to post agency vacancy announcements to the SCS Staffing Division to be posted to the LA Careers system. Reviews qualified applications once received from SCS to determine if supplemental qualifications have been met. Filters qualified applications once received from SCS to identify those applicants who possess all of the preferred qualifications/credentials as stated on the job announcement. Provides list of eligible applicants to the hiring
    manager, noting those candidates who are required to be interviewed in accordance with Department policy.
  • Immigration Compliance - Solely responsible for the coordination of the Department's Immigration Compliance program. Interprets Department policy and federal rules and regulations in accordance with Immigration Act of 1990 and/or other related legislation, guidelines of the Department of Labor, and the Immigration and Naturalization Service pertaining to employment of non-resident alien employees.
  • Exit Questionnaires/Off-Boarding Expert - Receives Exit Interview Questionnaire from eligible former employees, statewide, independently analyzing the information to determine the root causes for employee separations (i.e. salary, job duties, management, etc.).

Career Progression: This position may be filled as a Human Resources Analyst A, B, C or Specialist. The level at which the vacancy is filled will be determined by the qualifications of the candidate selected.

Compensation:
This position has Special Entrance Rates.
Human Resources Analyst A - $1,394.40/biweekly
Human Resources Analyst B - $1,491.20/biweekly

Progressive Premium Pay for hours actually worked.
0 months to less than 2 years - $1.00/hour
2 years to less than 4 years - $1.50/hour
4 years or greater - $2.00/hour
