Human Resources Business Partner

Freedom Broker Global Markets is a subsidiary of Freedom Holding Corp. (FRHC), a NASDAQ-listed diversified financial services group.The company operates under a financial services permission granted by the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM), specialising in brokerage and investment services.Role Overview.


We are seeking an HR professional with strong expertise in operational HR and performance management, ready to excel in a fast-paced and evolving environment. The HR Business Partner will help the organisation bring People Management on a higher level through leading Performance Management systems, choosing and implementation of HR IT systems, 360 degrees feedback and – if needed – mediation. At the same time we are looking for a person ready to oversee day-to-day HR operations (when needed in case of temporary absence of the responsible employee), including employee onboarding (visas, Emirates ID, work permits) and ongoing communication with the UAE authorities. If needed the role includes communication with the Holding representatives (auditors, compliance) and the Centre of Expertise.


Key Responsibilities


  • Ensure compliance with UAE Labour Law, ADGM, and DWTC employment regulations Lead onboarding and orientation for new employees, ensuring full regulatory compliance
  • Drive the implementation of a new HR IT system
  • Manage the full performance management lifecycle, including supporting managers with methodology and target cascading
  • Oversee background checks, document collection, and all visa processes (issuance, renewals, cancellations)
  • Provide official employment documents required by authorities and employees•Coordinate employee benefits, including medical insurance, and collaborate with the travel team on relocations
  • Maintain accurate HR records in Zoho People and Zoho Payroll, managing the full employee lifecycle from onboarding to offboarding
  • Handle disciplinary procedures and support grievance resolution
  • Liaise with free zone authorities (ADGM and DWTC) on regulatory matters
  • Contribute to HR strategy, organizational development, and workforce planning•Support internal audits and regulatory inspections related to HR compliance

Qualifications & Skills Required:


  • Bachelor’s degree in HR, Psychology, or related field
  • Relevant certifications in UAE labour laws and employment regulations
  • Proven HR experience in the UAE, ideally in ADGM or DWTC
  • Strong organizational skills and attention to detail
  • Resident of Abu Dhabi; flexibility for short business trips to Dubai
  • Fluent in English and Russian (verbal and written)
  • Proficiency in HR systems (preferably Zoho)
  • Excellent time management and interpersonal communication skills
