The Town of Spring Lake is seeking a qualified professional to serve as a Human Resources Manager. This position plays a key role in supporting the Town’s workforce by managing core HR functions and ensuring effective, compliant, and employee-focused human resources operations. Essential Duties and Responsibilities:
- Manage recruitment and hiring processes, including job postings, applicant screening, interviews, and onboarding
- Administer the full employee lifecycle: onboarding, development, performance management, and offboarding
- Maintain accurate and confidential personnel records and HR documentation
- Address employee relations issues, including grievances, complaints, and workplace concerns
- Conduct investigations and support fair and consistent resolution of personnel matters
- Support and administer performance management processes, including evaluations and improvement plans
- Administer employee benefits programs, including enrollments, changes, and employee assistance
- Coordinate with vendors and carriers to ensure accurate benefits administration
- Oversee workers’ compensation program, including claim processing, tracking, and reporting
- Interpret and apply personnel policies, procedures, and employment laws
- Support time and labor processes and generate related reports
- Prepare and submit personnel reports, surveys, and required documentation
- Provide HR guidance and support to leadership and staff across departments
- Ensure compliance with local, state, and federal regulations
Minimum Qualifications:
- Bachelor’s degree in human resources, Business Administration, or related field, or equivalent combination of education and experience
- Experience working in a human resources environment
- Strong knowledge of HR practices, principles, and employment laws
- Ability to interpret and apply policies and procedures effectively
- Experience with HRIS systems and personnel record management
- Strong written and verbal communication skills
- Ability to exercise sound judgment, discretion, and maintain confidentiality
- Ability to build effective working relationships with employees, leadership, and the public
- Valid North Carolina Driver’s License required

- Requires the ability to perform sedentary work and operate a computer
- Must be able to walk, reach, and lift light objects as needed
