General Statement of Job
The Human Resources Payroll Specialist is responsible for all monthly and semi-monthly payroll-related tasks, including collecting and reviewing employee information, creating and entering employee payments for processing, and maintaining accurate payroll records. The Human Resources Payroll Specialist investigates and resolve payroll issues and ensure strict compliance with college and regulatory standards.
Specific Duties and Responsibilities
Essential Functions:
- Responsible for all monthly and semi-monthly payroll-related tasks, including collecting and reviewing employee information, creating and entering employee payments for processing, and maintaining accurate payroll records.
- Investigates and resolve payroll issues and ensure strict compliance with college and regulatory standards.
- Responsible for collecting and reviewing employee information, preparing and processing employee payments, and maintaining accurate payroll records; addresses employees’ pay-related concerns.
- Processes full-time/part-time employee payroll, including any additional compensation, payroll grant activity as stipulated by Grant Compliance.
- Processes Faculty Load and Compensation (FLAC) Human Resources payroll and verification, including generating reports.
- Assist with employment verifications for wage validation and verification.
- Processes new assignments, terminations, transfers.
- Processes wage garnishments as ordered by a Federal or State legal statute.
- Sets up and processes employee direct deposit information, W-4 forms, and processes charitable contributions.
- Processes approved Staffing Plan Position Change forms in Workday system, including Board approved staffing plan position changes and accurately transfers data in conjunction with the Business Office staff.
- Processes for annual rollover of all positions, position changes and other salary pertinent information.
- Processes and reviews specialized technical and detailed computation related to employee deferred pay, retroactive pay, pro-rated earnings, salary increases, emergency checks and payroll pay-backs.
- Prepares and runs the monthly Payroll Distribution Report (PDR) as needed, monitors the submissions, approvals and updates PDR change requests.
- Maintains constant communication with Human Resources department personnel on matters related but not limited to payroll documents, Hiring Proposals (HP), Notice of Employments (NOE), pay plan, staffing plan, resignations/terminations/retirements, benefit eligibility, employee leave of absence, letter of appointments, compensation, position control and employee relations.
- Approves position requests through the Human Resources applicant tracking system.
- Assists the Compensation and Payroll Senior Manager on projects as requested.
- Assists with preparing special reports as requested by the Compensation and Payroll Senior Manager and Executive Director of Human Resources and Talent Development for administrative purposes.
- Updates procedures/manuals/guidelines as needed.
- Travels throughout the college district, as needed.
- Performs other duties as assigned.
Required Education and Experience
- Bachelor's Degree required.
- Experience in working with payroll for at least one year or other work experience related to the duties performed; higher education setting preferred.
- Advanced MS Office proficiency, including spreadsheet, database, and research skills preferred.
Required Knowledge, Skills and Abilities
- Excellent oral, written, presentation, and interpersonal communication skills.
- Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, Publisher, and Outlook, the Windows environment, and internet research skills.
- Excellent proofreading and editing skills.
- Knowledge of payroll processing and regulations pertaining to employment payroll.
- Knowledge of enterprise systems; e.g. Banner.
- Training skills in technical procedures, preferred.
- Good critical-thinking and problem-solving skills.
- Ability to make precise calculations and knowledge of calculation methods.
- Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
- Ability to work independently as well as a team player within department and with others.
- Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
- Ability to work evenings and/or weekends as needed; wiling to travel throughout the college district using own means of reliable transportation.

Checks, Certificates, Licenses, and Registrations
- Security Sensitive position: All applicants are subject to a criminal background check under South Texas College policy.

Physical Requirements

- Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
- Close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading.
- Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
