This position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau (OCWB), Human Resources Management Division (HRMD). The Human Resources Specialist provides a wide range of comprehensive human resource functions that include, but are not limited to personnel action processing, recruitment and placement, operations, and management advisory services.

The incumbent will be responsible for the following:

  • Ensures timeliness, accuracy, quality control and processing of employment actions into HRIS systems by updating tracking systems, identifying errors and any outstanding issues or problems that need to be resolved. Actions include, but are not limited to: department transfers, new hires, separations, personal data changes, and all pay related actions.
  • Conducts retirement counseling for sworn and civilian employees – verifies creditable service and ensures that retirement eligibility requirements are met. Ensures the timely and accurate submission of retirement applications, creditable service forms and post retirement documents for assigned retirees are submitted to the Police and Firefighter Retirement and Relief Board (PFRRB), the DC Retirement Board (DCRB) and internal partners.
  • Responsible for full-cycle recruitment activities for sworn and civilian positions to include: development and posting of vacancy announcements; development of pre-screening questions; prepare, review and ensure interview materials are complete and in compliance with required standards; screen resumes and dispositions applicants; follow-up on the interview process status; recommends job offers; and maintains recruitment file to include all required documentation in accordance with DCHR, MPD and regulatory requirements.
  • Provides general guidance to applicants, employees, managers, and supervisors on civilian or sworn personnel regulations, General Orders, policies, and procedures; and recommends solutions to personnel-related issues.
  • Communicates with members in and outside of the agency to effectively and efficiently respond to human resources related inquiries.
  • Coordinates, prepares and facilitates New Hire Orientation for employees. Ensures new hire paperwork is complete, processed and submitted to Records Room for filing.
  • Coordinates the off-boarding process for employees by conducting exit interviews, explaining continuation of benefits, processing personnel actions and any other related activities.
  • Researches HR laws, policies, regulations and reference materials.
  • Carries out special projects by clarifying project objectives; conducts research; develops and organizes information and processes related PAR actions.
  • Updates job knowledge by participating in educational opportunities; reads professional publications; maintains personal networks; participates in professional organizations.
  • Performs other related duties as assigned.

Qualifications

  • Thorough knowledge of federal and state laws pertaining to human resources management.
  • Skill in applying a wide range of staffing and placement concepts and practices to advise on designing and planning a wide array of recruitment and placement projects.
  • Ability to communicate effectively in writing and verbally, including experience with facilitating presentations.
  • Ability to use business software applications, including, Microsoft Office, PeopleSoft (or other related HRIS system) and applicant tracking systems.
  • Ability to build rapport and project a positive attitude.
  • Demonstrated interpersonal and organizational skills.
  • Strong analytical, mathematical, and problem-solving skills.
  • Ability to perform the essential functions of the job.

Licensures, Certifications and other requirements

The employee is required to possess and maintain a valid driver’s license.

Education

High School Diploma or equivalent is required. Bachelor’s Degree preferred.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-11 grade level, or its non-District equivalent, gained from public or private sector. Examples of specialized experience for this position include experience providing HR advisory services and administering staffing and recruitment programs for assigned organizational areas; experience working with customers/hiring managers to announce vacancies and hire a qualified workforce, including conducting job analysis, validating qualifications, setting pay, and making offers of employment; communicating effectively in writing and orally; utilizing business software applications; and the ability to apply analytical, mathematical, and problem solving skills.

Work Environment

Work is performed in an office setting, but incumbent is subject to varying environments when visiting other work locations.

This position is deemed as “Security Sensitive” pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:
