This position is located within the Department of Health Care Finance (DHCF), Office of the Chief Operating Officer, Human Resources Division. This position serves as liaison between DHCF and DCHR, and as the initial HR point of contact for the agency. The HR Specialist is responsible for providing the full range of technical assistance, guidance, and advisory services to all staff in the management of human resource activities for the agency.
Duties and Responsibilities
Prepares position vacancy announcements, in collaboration with the manager, supervisor or other senior level staff and ensures that position vacancies are posted in the appropriate media. Interprets, analyzes, and applies qualification standards, position requirements, job analysis, and evaluation plans. Determines qualification requirements for positions in accordance with regulations, rules, and industry standards. Prepares list eligible job applicants, assuring adherence and compliance with the procedural requirements. Prepares offer packets for selected candidates. Conducts in-house orientation of new employee as it relates to the policies and procedures outlined for the agency. Updates and modifies agency position descriptions, in consultation with the agency's managers and supervisors. Responds in writing or verbally to written and oral requests for information from constituents, peers, employees, and other District and Federal agencies.
Serves as the Training Advisor for the agency. Responsibilities include providing information associated with training courses and enrollment, providing various training within the agency associated with HR functions (i.e., performance management, time and attendance, staffing and recruitment). Reviews requests for personnel actions and requests for leave to assure adherence and compliance with the procedural requirements of DCHR, and conformance with the goals and objectives of the agency. Develops, analyzes, and evaluates administrative procedures, functions, controls, and systems for the agency. Researches, interprets, and applies various pertinent laws and standards including District and Federal regulations and procedures related to personnel matters and administrative issues/problems.
Qualifications and Education
Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Collective Bargaining Unit (Union): This position is not represented by a collective bargaining unit.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
