About the Position

This position will be filled at the Human Resources Specialist II, Grade N22 level. The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $73,569 to $95,411, based on the candidate’s qualifications and experience.

The PLOD HR Specialist supports the PLOD team through the planning, development, and promotion of leadership and professional development training programs within Montgomery County Government (MCG). This role involves curriculum design, coordinating special training events, managing program logistics, conducting assessments and analyzing survey data for continuous programmatic improvement, and ensuring high-quality instruction.

  • Proficient knowledge of curriculum development, instructional support, and training coordination
  • Strong organizational and project management skills with keen attention to detail
  • Excellent verbal and written communication skills, including presentation abilities
  • Proficient knowledge of learning styles and instructional strategies for different training formats, including in-person, virtual, and hybrid settings
  • Ability to work independently and collaboratively as part of a team in a fast-paced environment
  • Proficiency in Microsoft Office Suite and familiarity with learning management systems (LMS) or similar training tools

What You'll Be Doing

Key Responsibilities

  • Assist and serve as back-up, as needed, with monitoring the implementation of performance planning and appraisal processes and application throughout County Government
  • Support New Employee Orientation Program (NEOP)
  • Serve as co-lead for Employee Recognition Committee
  • Co-lead and/or led a variety of programs and offerings such as MCG Leads and Management 101
  • Curriculum Development, Instruction, and Presentation, under the guidance of the manager:
  • Participate in leading discussions, showing films, conducting role plays, and utilizing other instructional methods to deliver quality training and professional development programs
  • Design and update training programs that align with leadership and professional development goals, while effectively assessing programs for continuous improvement
  • Research effective instructional methods, adult learning principles, and industry best practices for program development and delivery
  • Assist county departments in identifying departmental training needs and recommending training relating to departmental activities
  • Collaborate and conduct research to develop engaging training materials, including presentations
  • Adjust instructional methods to accommodate diverse learning styles and accessibility needs
  • Adapt content for various formats, including in-person, virtual, and hybrid learning environments and synchronous and asynchronous training
  • Deliver county-wide and department-wide training content, while ensuring clear and engaging instruction for participants/attendees
  • Incorporate interactive learning strategies, using platforms such as Mentimeter, to improve engagement and retention during training
  • Training and Special Event Coordination, under the guidance of the manager:
  • Schedule, plan, and execute training programs, workshops, and conferences
  • Facilitate logistical needs, such as venue arrangements, participant registration, and material/packet preparation for special events/training
  • Monitor special training sessions to ensure smooth operations and help to address any challenges
  • Training Marketing and Outreach:
  • Promote training programs through internal communications and marketing efforts
  • Work with the Strategic Communications team to develop promotional content, including flyers, newsletters, and digital materials
  • Administrative and Organizational Support:
  • Maintain accurate records of training attendance, evaluations, and program performance for training events, including opening and closing classes related to special events or as needed
  • Prepare reports summarizing training effectiveness and areas for improvement for training and events
  • Participates in training departmental personnel in instructional techniques
  • Ensure compliance with MCG policies and procedures related to training initiatives
  • Provides other related duties as required

Minimum Qualifications

Experience: Two (2) years of applicable professional experience in Personnel Administration. Experience in Adult Teaching and Instruction, Public Sector Training, or Professional Development Programs preferred.
Education: Graduation from an accredited college or university with a Bachelor's Degree in in Education, Training and Development, Public Administration, Business, or a related field.

Equivalency:
An equivalent combination of education and experience may be substituted.

Preferred Criteria, Interview Preferences

Candidates who meet the minimum requirements will be rated on their experience in the following areas:

  • Experience in government, public sector training, or professional development programs
  • Experience applyingof adult learning theories, instructional design models, and emerging training technologies
  • Experience with event planning and marketing strategies for training programs
