This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai’i.

Salary
:
  • Human Resources Specialist III - $4,961 to $6,043 per month (SR-20, Step D to I)
  • Human Resources Specialist IV - $5,369 to $6,535 per month (SR-22, Step D to I)
  • Human Resources Specialist V - $6,043 to $7,351 per month (SR-24, Step D to I)

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Duties Summary

The position is located in the Employee Claims Division of the Department of Human Resources Development, and participates in the administration of the State's self-insured workers' compensation program. The duties and responsibilities include handling complex cases on behalf of the employer, investigating possible abuses of workers' compensation claims, presenting cases for workers' compensation hearings, and conducting studies and making recommendations for the development and improvement of the workers' compensation system.


Minimum Qualification Requirements

Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

To qualify, you must meet all of the following requirements:

Basic Education/Experience: A bachelor's degree from a regionally accredited four-year college or university.

Specialized Experience: One and one half (1 1/2) years for level III, two and one half years (2 1/2) for level IV or three and one-half (3 1/2) years for level V of professional work experience in one or any combination of human resources management functions, i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research.

Selective Certification - Workers' Compensation Claims Management Experience:
One and one half years (1 1/2) for level III, two and one half years (2 1/2) for level IV or three and one half (3 1/2) years for level V of progressively responsible professional work experience in the area of workers' compensation, which involved investigating and monitoring questionable/complex claims; recommending/determining the employer's position; preparing and recommending settlement offers and negotiating settlements; developing the employer's case and representing the employer in hearings on contested cases.

Supervisory Aptitude: For level V only, supervisory aptitude rather than actual supervisory experience may be accepted. This requirement will be considered to have been met when there is strong affirmative evidence of the necessary supervisory abilities and/or potential.
