Job Summary

The Talent Acquisition Specialist is responsible for a variety of duties in support of employee recruitment, including job postings, applicant screening, and onboarding. This position provides department support for onboarding of new employees and temporary staffing.


Major Responsibilities/Duties/Critical Tasks

Coordinate all aspects of recruitment, selection and onboarding within assigned areas, including but not limited to posting positions, advertising, and maintenance of employment data and spreadsheets. Review actions/contracts for new hires, transfers, and other employment actions, which includes initiating background checks, approving eForms, and verifying qualifications of selected candidates, ensuring compliance with all applicable EEO laws, policy, regulations, rules and procedures. Coordinate with other HR areas on employment-related issues that involve shared responsibilities.
  • Partner closely with hiring managers across assigned departments to understand and ensure their needs are met. Provides a high level of customer service in consulting with and guiding hiring managers to address comprehensive recruitment and staffing issues, policies, and processes.
  • Create and maintain job postings in applicant tracking system.
  • Utilize various recruitment channels including, but not limited to, job fairs, online job boards, professional networks, employee referrals, online sourcing, and targeted outreach. Utilize effective sourcing strategies, including social media platforms and database mining/web searches to generate candidate leads. Utilize broad market knowledge to network creatively in order to build, manage and maintain a pipeline of qualified talent.
  • Responsible for ensuring recruitment efforts comply with University, State, and Federal policies
  • Maintain accurate records for job postings, onboarding, new hire, and candidate information. Prepare recruitment reports as requested/needed
  • Assist hiring managers with the placement of temporary employees to fill short-term staffing needs; works with staffing agencies to communicate needs; meets with temporary candidates to ensure the best fit for the university’s work environment.
  • Conduct required pre-employment verifications (background checks and degree verifications) and any required screenings.
  • Collect and maintain all job recruitment file documents including hiring matrix, interview notes and reference check notes from hiring managers. Provide guidance and communicate hiring process with related materials, support recommendations of final candidates, maintain contact with candidates through time of hire.
  • Assist hiring managers with offers to final candidates, assist with preparing new hire offer letters; provides instruction for post-offer pre-employment testing, prepares and coordinate documents for new hires; may support new hire on-boarding, orientation, and related employment tasks.
  • Responsible for an effective onboarding experience for selected candidates, which includes but not limited to:
    • Ensure selected candidates complete their Occupational Health appointment, if necessary
    • Verify and obtain their required license/certification.
  • Review and process of I-9 documentation as appropriate for applicants to complete the initial Employment Eligibility Verification form.
  • Assist with data mining for affirmative action program and required State and Federal filings; maintains other records, reports, and logs as required.
  • Provide training and guidance to the University community and search committees on employment-related topics such as advertising and hiring procedures, reviewing applications, interviewing, checking references, making selections, etc.
  • Contribute to Human Resources special projects and/or committees.
  • Perform other duties as assigned.


Required Education/Experience

  • Associate’s degree required.
  • Two (2) years of full cycle recruiting experience or five (5) years of overall experience working within a Human Resources department.
  • May accept a combination of education and experience.


Preferred Education/Experience

  • Bachelor's degree preferred.
  • Previous experience in an academic and/or healthcare environment preferred.
  • Previous experience with PeopleSoft or similar ERP system preferred.


Accompanying Knowledge, Skills, Abilities, and Competencies

  • Strong understanding of the recruitment lifecycle and best practices.
  • Knowledge of relevant Federal, State, and Local labor laws impacting human resources and recruitment.
  • Ability to utilize judgment to make routine recommendations and resolve problems.
  • Ability to prioritize workload with minimal supervision or instruction while providing timely responses and service to departments and applicants.
  • Strong written and verbal communication skills.
  • Excellent attention to detail with the ability to multi-task.
  • Ability to work effectively both independently and in a team environment.
  • Ability to maintain accuracy, flexibility, professionalism, and confidentiality.
  • Excellent communication, interpersonal, and relationship-building skills.
  • Advanced experience with MS Office suite.

Additional Information

The retirement plan for this position is Teacher Retirement System of Texas (TRS), subject to the position being at least 20 hours per week and at least 135 days in length.

This position is security-sensitive and subject to Texas Education Code Section 51.215, which authorizes the employer to obtain criminal history record information. Applicants selected must be able to show proof of eligibility to work in the United States by time of hire.
