Job Description and Duties
Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

Under the general direction of the Information Technology Manager II (Chief Technology Officer), and HCD IT leadership, the Information Technology Specialist I (IT Budget and Asset Management Lead) is responsible for the planning, management, and oversight of the department’s Information Technology (IT) budget and technology asset lifecycle. The role develops and maintains IT financial governance practices, ensures accurate tracking and reporting of IT assets and expenditures, and provides strategic recommendations to support long-term technology investment decisions. This position serves as the primary liaison between IT, FI$Cal, Department of General Services (DGS), Procurement, Department of Technology (CDT), and program divisions for IT spending, forecasting, inventory management, and compliance with state policies, standards, and control agency requirements.

Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

Statement of Qualifications
The Statement of Qualifications (SOQ) serves as documentation of each applicant's ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Resumes and cover letters will not take the place of the SOQ. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.
1. Describe your experience managing the full lifecycle of IT assets, from procurement through deployment, inventory tracking, and surplus. Include specific tools you have used (such as ServiceNow, SCCM/Intune, Wasp, or others) and explain your role, the processes you followed, and the outcomes achieved.
2. Provide an example of how you supported IT budgeting, forecasting, cost tracking, or expenditure analysis in a structured or government environment. Explain the methods you used (e.g., cost-benefit analysis, trend review, lifecycle planning), any state policies or systems you applied (such as Fi$Cal, SAM/SIMM, DGS, CDT), and the impact of your work.
