Charles County Government is seeking a dynamic Inspections Technician to perform technical reviews and administrative work. Technician will manage permit and code case records and perform related inspections office work. This position may provide work direction to other clerical staff in the unit. Technician will initiate their own daily assignments, follow through on matters, and use independent judgment and training to take appropriate actions to deal with standard recurring situations.

Essential Job Functions

  • Serves as a point of contact for Developers, Engineers, Contractors, and the public regarding permit requirements, inspection workflow statuses, reviews, and closeout document information. Responds to inquiries and explains/interprets requirements and restrictions. Directs applicants to appropriate agencies/reviewers, as necessary.
  • Serves as the liaison/ombudsman between Developers, Engineers, Contractors, the public and inspections staff.
  • Processes permits by performing application reviews, processing invoices, coordinating comment letters, conducting reviews, and ensuring permit deadlines are met.
  • Manages code case files to ensure compliance. Coordinates code case workflows and sends citation/violation notices, invoices fines, monitors deadlines, and processes vendor invoices. Coordinates code cases with the County Attorney’s Office as needed.
  • Coordinates the release of Warranty Bonds.
  • Manages the scheduling of requested Inspections and maintains the calendar; makes appointments, sets up meetings and other arrangements as needed.
  • Prepares letters, correspondence, presentations, and reports.
  • Tracks and coordinates responses to complaints and Citizen Response Office inquires.
  • Ensures compliance with established policies and procedures regarding office services, County protocols, and administrative requirements; advises staff and others regarding such requirements and maintains official policy and guidance files for the office.
  • Researches case history, property ownership records, and compiles background data for Request/Code Cases and maintains current project files.
  • Performs general administrative duties in support of the division.
  • Implements and monitors programs as directed by management and sees the programs through to completion. Follow up on actions to ensure proper completion and take necessary steps to resolve problems or expedite actions.
  • May supervise clerical staff in the unit and assign and review work, take actions to adjust work, staffing, and operations to meet requirements. Select, train, and evaluate staff, and take appropriate actions to improve performance when necessary. Initiate actions regarding hiring, transfer, promotion, payroll, leave, performance, and other personnel actions.
  • Serves as clerk to various Boards and Commissions. Prepares agendas, schedules, and records, compiles, transcribes, and distributes detailed minutes and archives them accordingly.
  • Performs other related job duties as assigned.

Qualifications, Knowledge, Skills, and Abilities

Education and Experience:

Associates degree and two (2) years of progressively responsible administrative or clerical experience, or an equivalent combination of education, experience and training.

Licenses or Certifications:

Must possess a valid driver's license.

Work is subject to frequent interruptions.

Knowledge, Skills, and Abilities:

  • Knowledge of modern office procedures and practices including operation of office appliances and operating a PC and use of Microsoft Office products.
  • Knowledge of permit review procedures.
  • Ability to interpret codes, ordinances, and regulatory documents.
  • Ability to define problems, investigate issues, collect data, establish facts, draw valid conclusions and create reports.
  • Ability to exercise initiative, make sound independent decisions, deal with non-routine matters and assist in routine managerial decisions.
  • Ability to interpret plats, site plans and building construction plans.
  • Ability to use architects and engineer’s scale.
  • Ability to calculate and/or determine inspection and review fees.
  • Ability to provide excellent customer services and assist customers through difficult processes.
  • Ability to maintain files and records.
  • Ability to supervise the work of clerical staff.
  • Ability to assist the public, clientele, and others to utilize services by explaining, instructing, and advising them regarding their needs and requests and the services provided.
  • Ability to perform office assignments involving substantive operations of the unit requiring an understanding of unit operations and policies.
  • Ability to communicate effectively orally and in writing.
  • Ability to manage a wide range of duties in a timely and effective manner, including timely permit processing and routing during periods of frequent interruptions.
  • Ability to establish and maintain effective working relationships with others encountered in the work.

PHYSICAL DEMANDS

The work is sedentary with frequent periods of light physical activity and is performed in office surroundings. Typical positions require workers to walk or stand for long periods; life and carry up to 20 pounds; climb stairs, bend, reach, hold, grasp and turn objects; and use fingers to operate computer or typewriter keyboards. The work requires the ability to speak normally and to use normal or aided vision and hearing. Attendance at some evening meetings is required.
