If you are returning to apply after previously reviewing this posting, please carefully read the section below in bold.Snohomish County Central Human Resources is seeking two (2) Instructional Designers to support the county’s implementation of new Oracle finance and HR systems under an Enterprise Resource Planning (ERP) initiative. These roles will work with subject-matter experts (SMEs) to design, develop, and deliver instructional content to advanced users and end users, with formats including but not limited to live training, screencast videos, and job aids. Those selected to interview will be asked to provide samples of instructional design work.Successful candidates will have: Working knowledge of the principles of multimedia learning, experience using instructional design models, and an eye for visual designExperience facilitating live, instructor-led training on virtual platformsA commitment to diversity, equity, inclusion, and accessibility in learning designStrong interpersonal skills and an ability to work with tact and diplomacy to establish effective working relationships with employees at all levels of the organizationThe starting salary for external candidates (new to Snohomish County) is $86,531.76 annually.There are two project-limited positions available: One position is currently funded through December 31, 2026.The second position is currently funded through March 31, 2027.These positions will support the County’s multi-year ERP implementation project, which is expected to extend beyond 2027. The Central Human Resources (CHR) Department intends to request additional funding to extend both positions through at least December 31, 2027. However, continuation beyond the currently funded dates is contingent upon budget approval and is not guaranteed.At the conclusion of the ERP project, the CHR Department may seek approval to convert one or both positions to regular status, subject to budget approval.The positions will remain open until filled, and first consideration will be given to applications received by March 1, 2026.BASIC FUNCTIONDevelops and maintains virtual and in-person training content that includes developing curricula, measuring training effectiveness, conducting needs assessments and administering the Learning Management System (LMS). Job offers are contingent on successful completion of employment verification and background checks. Snohomish County will not sponsor or take over sponsorship of an employment visa for this opportunity. EXAMPLE OF DUTIES
STATEMENT OF ESSENTIAL JOB DUTIES1. Designs and develops training curriculum and instructional content, including workplace compliance courses for online, in-person, and blended learning environments. 2. Maintains programs, records and user accounts within the learning management system (LMS); organizes and schedules classes; produces reports, rosters and email notifications.3. Assists departments in designing, developing, and uploading e-learning content within LMS.4. Conducts training needs analysis to gather information and develop instructional content for county departments; consults and collaborates with project partners and subject matter experts throughout instructional design process.5. Assists training program administrator in developing an instructional design project work plan; assists with training budget.6. Identifies and recommends training resources to various departments in response to department-specific training requests.7. Evaluates effectiveness of training efforts via course evaluations and employee surveys; recommends and implements improvements.8. Facilitates training sessions for employees through live, instructor-led classes, which may be held virtually or in-person.9. Provides technical assistance to employees in resolving technical issues related to accessing the LMS and course content; works with vendor to resolve issues.10. Promotes training programs through publications of newsletters, announcements, memorandums, e-mail, intranet and internet.11. Maintains intranet and internet pages for department.12. Maintains confidentiality of all personnel, payroll, accounting, and finance records, as well as other sensitive reports and information. 13. Responds to Public Records Requests (PRR); monitors response due dates; coordinates communications with requestors, other departments and offices, Public Records Officer and Prosecuting Attorney’s office as needed; assembles documents for disclosure.14. Assists with Human Resources Information Systems (HRIS) data entry and retrieval.STATEMENT OF OTHER JOB DUTIES15. Performs related duties as required.
