The Opportunity:
The Integration Lead will serve as a key member of the Federal Government’s HCM Modernization Program Management Office (PMO), responsible for leading the end-to-end integration of a modern, cloud-based Human Capital Management (HCM) solution across the enterprise.
This role ensures seamless interoperability between HR functional modules, legacy systems, data repositories, analytics environments, and external agency systems — enabling a unified, secure, and data-driven HCM ecosystem.
The successful candidate will combine deep technical integration expertise with program leadership, stakeholder management, and knowledge of Federal enterprise IT and HCM transformation frameworks.
Responsibilities:
Solution Integration & Delivery
Lead overall configuration, build, test, delivery, and sustainment of the integrated HCM environment — encompassing HR functionality, interfaces, data exchanges, reporting, and analytics.
Manage all interface and data integration activities across core HCM SaaS platforms (e.g., Oracle, SAP, Workday, or similar) and external systems (e.g., payroll, finance, security, training).
Develop integration blueprints, data flow diagrams, and traceability across functional and technical architectures.
Oversee technical delivery teams to ensure compliance with DevSecOps, cybersecurity, and Federal data standards.
Enterprise Architecture Alignment
Collaborate with the Lead Systems Engineer to maintain alignment with the enterprise’s overall systems, business, and data architectures.
Partner with Functional and Business Architects to synchronize integration milestones with evolving business requirements and modernization timelines.
Ensure data management, interoperability, and API strategies align with enterprise digital modernization goals.
Program Coordination & Governance
Deconflict priorities, schedules, and resource assignments across integration and development teams using Agile and Federal IT best practices.
Lead cross-functional integration reviews, design walkthroughs, and change control board (CCB) sessions.
Support Shared Services functions to ensure Agile Product Teams are resourced effectively for both delivery and sustainment phases.
Establish and maintain integration governance, documentation standards, and version control across all environments.
Testing, Validation, and Quality Assurance
Direct the Test and Automation teams in creating comprehensive integration, regression, and performance test strategies.
Ensure requirements traceability through test coverage and verification steps.
Support automated test frameworks and continuous integration/continuous delivery (CI/CD) pipelines to increase quality and reduce delivery risk.
Cybersecurity & Data Integrity
Partner with DevSecOps and Cybersecurity Leads to ensure all interfaces, APIs, and data flows meet Federal security, privacy, and compliance standards (e.g., FISMA, FedRAMP, NIST, DISA STIG).
Oversee data cleansing, migration, and validation efforts to ensure data accuracy, integrity, and auditability.
Support data lineage, metadata cataloging, and authoritative data source strategies in coordination with the enterprise Data Management organization.
Stakeholder Engagement & Communication
Serve as the principal integration liaison between business owners, technical staff, and program leadership.
Communicate complex integration dependencies and issues in clear, actionable terms.
Facilitate Agile sprint reviews, retrospectives, and technical demos to maintain alignment with mission objectives.
Qualifications:
Required:
Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field.
10+ years of experience in enterprise system integration, including at least 5 years supporting Federal or DoD programs.
Demonstrated experience integrating SaaS-based HCM systems (e.g., Oracle Fusion Cloud, Workday, SAP SuccessFactors, or equivalent).
Strong understanding of API frameworks, data orchestration tools, ETL pipelines, and middleware technologies.
Proven experience leading cross-functional technical teams within Agile, SAFe, or hybrid delivery environments.
Working knowledge of Federal cybersecurity and compliance frameworks (FedRAMP, FISMA, NIST SP 800-53).
Excellent communication and leadership skills, with the ability to translate technical integration concepts into business value.

The proposed salary range for this position is:
