IT Business Analyst (Applications)

Description



This position performs analytical and customer engagement duties to improve business processes using application systems in information technology.

Major Duties



  • Implements IT solutions by defining and analyzing customer requirements then evaluating,
    installing, configuring, integrating, and testing application systems.

  • Works closely with management and the Applications team to maintain and upgrade existing application systems.

  • Collaborates with other IT staff and vendors to resolve issues and to ensure applications are viable
    and consistent.

  • Prepares and maintains process documents related to business requirements for assigned applications.

  • Collects research and cost data, performs business studies, and makes recommendations as requested.

  • Leads small application projects.

  • Develops reporting dashboards, graphical analysis, etc.

  • Trains customers and engages customers to realize maximum value from applications.

  • Monitors existing computer systems and makes recommendations to improve business technology.

  • Works closely with management and the Applications team to prepare and update migration plans for assigned applications.

  • Develops procedures for implementing and maintaining assigned applications.

  • Prepares business use cases, test cases, and participates in testing processes.
  • Drafts upgrade plans and executes approved upgrade plans.

  • Evaluates testing results for expected outcome.

  • Develops scripts to automate job processes.

  • Performs research, then develops and initiates process improvements.

  • Provides impact analysis for minor to medium application changes and upgrades.

  • Assists in managing current and future applications.

  • Develops and analyzes plans to improve the quality of work deliverables and processes.

  • Maintains system and data integrity during change control and management processes.

  • Develops/creates complex reports, then presents them to management.

  • Updates training materials and guides as required.

  • Maintains an elevated level of confidentiality in an ethical, professional, and legal manner, strictly within authorized job functions.

  • Advises and consults with user departments with respect to application systems.

  • Coordinates work activities of third-party vendors, third-party support, etc.

  • Performs root cause analysis and recommends solutions to technical issues.

  • Recommends and maintains solutions for security, data integrity, and database management.

  • Develops initial project plans for upgrades, enhancements, and small projects.

  • Designs/develops intelligent warning/alerts to analyze and diagnose enterprise applications issues.

  • Develops application diagnostic documentation and troubleshooting guides.

  • Completes professional development and training.

  • Assists the applications team in performing related duties.

SUPERVISORY CONTROLS

The IT Director sets department goals and objectives. The IT Enterprise/ Applications Manager sets division goals and translates them into individual goals, which are then reviewed through meetings, reports, and observation of department activities. This position reports directly to the IT Enterprise/Applications Manager and performs related duties as assigned.

GUIDELINES

Guidelines include industry best practices, manufacturer installation, operations, and repair manuals, and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY/SCOPE OF WORK

  • The work consists of varied systems analysis duties. The rapid rate of technological change and frequent updates to industry standards contribute to the complexity of the position.

  • The purpose of this position is to participate in business analysis by engaging customers to improve business processes. Successful performance contributes to the efficiency and effectiveness of city operations.

  • Contacts are typically with internal customers, coworkers, vendors, contractors, and the public.

  • Contacts are typically to exchange information, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/WORK ENVIRONMENT

  • The work is typically performed while sitting at a desk or table or while standing, walking, bending, crouching, or stooping. The employee occasionally lifts light objects.

  • The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position may have limited supervision over IT Systems Specialists and IT Technicians.

Minimum Qualifications



  • Graduation from an accredited* college or university with an associate degree in Computer Science, Management Information Systems, Information Assurance, Business Management or closely related field; and

  • Three (3) years recent experience performing IT business needs analysis; and three (3) years recent experience maintaining enterprise-level applications and configuration maintenance.

  • Bachelor’s degree from an accredited* college or university in Computer Science, Management Information Systems, Information Assurance, Business Management or closely related field preferred.

  • Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

CONDITION OF EMPLOYMENT/PROMOTION/DEMOTION/TRANSFER

Employees are required to complete the Certification of Understanding & Condition of Employment/Promotion/Transfer/Demotion Form (Personnel department). Employees will also be required to complete the Information Technology Support Services Employee Confidentiality Agreement (IT department).

NECESSARY SPECIAL REQUIREMENTS

  • Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)

  • Employees are required to complete Certification of Understanding & Condition of Employment/Promotion/Transfer/Demotion Form (Personnel department).

  • Employees are required to complete the Information Technology Support Services Employee Confidentiality Agreement (IT department).

  • Employees in this position are fingerprinted within 30 days of hire/promotion/transfer/demotion.

  • An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.

  • An applicant for this position is subject to extensive background checks (since the age of majority) to determine eligibility and ensure requirements are met for this position.

  • Employees in this position are required to complete and pass the Criminal Justice Information System (CJIS) security training and exam annually after the initial training.

  • Employees in this position must pass a criminal background check every five (5) years after initial/pre-employment.

  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 8/13/12)

  • Must meet the City of Dothan’s employment physical standard, which includes drug/alcohol testing.
