What You'll Do
The Information Technology (IT) Project Portfolio Business Analyst is a strategic role responsible for the overall governance and performance of an IT Project Portfolio. This individual orchestrates the selection and prioritization of IT project requests that align with organizational strategy and optimize resource utilization through effective resource capacity management. This person will help mature portfolio management processes, tools, and reporting to ensure effective decision-making and successful delivery of strategic initiatives.

Key Responsibilities
  • Facilitate the intake and evaluation of new project proposals, assessing their strategic fit, feasibility, and potential impact.
  • Develop, implement, and maintain robust portfolio governance frameworks, policies, and procedures
  • Ensure all projects and programs within the portfolio are aligned with organizational strategy and contribute to desired business outcomes
  • Establish and manage a standardized project prioritization process, considering factors such as strategic alignment, risk, resource availability, and interdependencies.
  • Facilitate portfolio review meetings with senior leadership to present portfolio performance, propose adjustments, and support strategic decision-making.
  • Lead and manage the resource capacity planning process across the entire portfolio, forecasting demand against available supply
  • Collaborate with functional managers to ensure adequate and appropriate allocation of resources to prioritized projects.
  • Monitor resource utilization and provide recommendations for adjustments to maintain portfolio health and delivery timelines.
  • Develop and maintain comprehensive portfolio dashboards and reports for various audiences, including executive leadership, project managers, and stakeholders.
  • Provide guidance and mentorship to project and program managers on portfolio management best practices.
  • Develop and maintain an IT portfolio of projects and programs using a toolset to create roadmaps and convey resource constraints and portfolio health across all projects
  • Develop project requirements documents through interactions with customers and technical personnel
  • Exercise initiative and independent judgment and discretion under limited supervision

Minimum Job Requirements

  • Bachelor's degree with a minimum of two years of relevant experience. Typical relevant experience ranging from 4 to 7 years.
  • OR Master's degree with a minimum of one year of relevant experience.
  • OR Applicants without a bachelor's degree may be considered based on a combination of at least 10 years of completed education and/or relevant experience.
  • Experience in Project and/or Portfolio Management.

Preferred Job Requirements

  • Ability to connect projects to organizational strategy and understand the broader business context
  • Strong analytical skills to interpret complex data, identify trends, and make data-driven decisions, particularly in the context of resource allocation.
  • Excellent verbal and written communication skills, with the ability to articulate complex financial and project information to diverse audiences, including executive leadership.
  • Ability to influence and collaborate effectively with stakeholders at all levels without direct authority
  • Demonstrated ability to design, implement, and optimize business processes, including those related to resource management.
  • Proficient in project and portfolio management software (e.g., Microsoft Project, Planview, Jira, Asana, Monday.com, Clarity PPM) with experience utilizing resource management modules.
  • ServiceNow experience, especially with Strategic Portfolio Management and Project Management modules
  • Ability to thrive in a dynamic, fast-paced environment and manage multiple priorities.
  • Ability to work independently and effectively as part of a group with diverse backgrounds and skills
  • Extensive knowledge and experience working with Excel spreadsheets
  • Knowledge and understanding of strategies for gathering, reviewing and analyzing data requirements
  • Experience with Agile Scrum or Scaled Agile techniques
  • Proven experience in effectively handling multiple tasks while meeting deadlines

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.

Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
