Department History Overview:
Harris County Resources for Children and Adults was founded in 1966 as the Harris County Child Welfare Board to provide support services for children taken under the wing of the Texas Department of Family and Protective Services. Fifty years later, Harris County Resources for Children and Adults still provides this support. But the now-county department has expanded services for early prevention, intervention, and adult services.

Brief Position Overview:
Under the general supervision of the IT Manager, this role is a key member of the Harris County Resources for Children and Adults IT Team. This position is responsible for defining, evaluating, and implementing technical solutions using cutting-edge technology to enhance the user experience. The IT Systems Analyst Programmer provides support and training across multiple sites, translates business requirements into functional IT specifications, and applies business and technical expertise to deliver high-impact solutions.

Duties & Responsibilities:
  • Competent to work at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment.
  • Define technical solutions and options for projects using cutting-edge technology, ensuring a positive and seamless user experience.
  • Evaluate development options and apply creativity and independent thought to enhance and optimize the user experience.
  • Provide technical support and training to Harris County Resources for Children and Adults staff across multiple sites.
  • Day-to-day monitoring and support for Harris County Resources for Children and Adults software applications.
  • Ability to work on multiple projects as a project team member, occasionally as a project leader.
  • Translates high-level business requirements into functional specifications for the IT organization and manages changes to such specifications.
  • Possesses expertise in the business unit(s) they support, as well as an understanding of the IT organization's systems and capabilities.

Requirements

Education:
  • Bachelor's degree in Computer Science in Computer Science or a related field is required.
Experience:
  • Must have a minimum of five (5) years of verifiable work experience as a technical or business analyst.
  • Training and experience using a personal computer with a variety of software such as Microsoft Word, Excel, and PowerPoint.
Licensure:
  • Reliable transportation with a valid Texas driver’s license and auto liability insurance.
Knowledge, Skills & Abilities:
  • Follows written and oral instructions.
  • Possesses excellent organizational skills.
  • Must be detailed oriented and self-motivated.
  • Problem solve and demonstrate critical thinking skills.
  • Works with limited supervision and independently in a fast-paced environment.
  • Maintains confidentiality.
  • Ability to work independently while establishing and maintaining effective, professional relationships with colleagues across county departments and with individuals from diverse backgrounds, demonstrating flexibility, tact, and diplomacy
  • Demonstrated proficiency in gathering business requirements, documenting business process flows, and creating use cases and user scenarios.
  • Demonstrated proficiency in creating test scripts and executing test plans and understanding and creating workflow diagrams (swim-lanes).
  • Extensive experience with producing end user documentation and providing mentoring and guidance to business users.
  • Excellent time management skills and ability to work on multiple projects concurrently.
  • Excellent analytical and interpersonal skills.
  • Ability to communicate technical information clearly and effectively, both orally and in writing.
  • Ability to function as a team member.

Salary:
  • Commensurate with experience.
  • Based on 26 Pay Periods
  • Plus, Mileage Reimbursement
